We are entering the era of Voltaire with CIP 1694 laying the foundation for decentralized governance. When a proposal is put forward to ensure decentralization, it requires the highest level of understanding and participation from voters. Representatives such as the Constitution Committee, Drep, SPOs need the informed opinions of voters as a reference for their decision-making process.
Our proposed solution is to establish a Vietnam-based Cardano Community Polling Organization to gather feedback on Cardano's governance actions. We will translate and explain the meanings within governance actions to ensure survey participants understand and make their choices. We will then compile the data and publish it on social media platforms. This will help the community become aware, understand, and engage in decentralized governance. Additionally, it will provide representatives with a better tool to gather community opinions for voting.
Why choose Vietnam?
Vietnam is the leading country in East Asia participating in Cardano and Catalyst governance activities. Vietnamese is the second most required language after English in Catalyst. Vietnamese is the 21st most widely spoken language globally, with hundreds of millions of users. Vietnamese people are passionate about blockchain and crypto, ranking 9th in terms of cryptocurrency ownership and 2nd in cryptocurrency popularity. We are active members in the Cardano Vietnam community. Therefore, this proposal will be a model to expand community survey organizations in other countries.
The uniqueness of my solution lies in the translation, content explanation, and reward mechanism, which attract ADA owners in Vietnam, especially those with limited technical knowledge, language skills, or access to Cardano's governance information. This makes it easier for them to understand and participate in Cardano's decentralized governance actions. Creating a reference tool helps ensure decisions are representative and aligned with the needs and desires of the community
The idea is based on the functioning of community survey organizations in democratic countries, which play a crucial role in ensuring fairness, transparency, and community participation in governance processes. The organization's activities enhance community awareness and responsibility while providing information and policy proposals to improve governance effectiveness.
Providing information to voters: We will translate important proposals that the Vietnamese community is concerned about, along with explanations of rules or key parameters, to facilitate voting by the Vietnamese community, including personal opinions if available.
Conducting voter surveys: Based on the translated proposals, we will conduct surveys with questions related to the proposals.
Promoting voter participation: Enhancing awareness and education about the rights and responsibilities of voters. Incentivizing participation, survey participants will earn points.
Data analysis and evaluation: We will compile and communicate survey data on websites, teams, media outlets, SPO groups, and dReps to understand community opinions and trends, providing valuable references for informed decisions.
Policy proposals and improvements: Based on survey results and data analysis, the community survey organization will represent the community in proposing improvements.
Monitoring and evaluating the election process: Announcing and evaluating voting results for voters. Through the reward mechanism, we encourage voters to pay more attention to important proposals within the Cardano ecosystem.

Experience: Our team member have worked at the Cardano Ecosystem Hub in Vietnam, we understand the Cardano blockchain and decentralized governance, and we have extensive marketing knowledge.
Commitment to documentation: Our team will provide project-related documents, including project reports, operational mechanisms, synthesis materials, survey result tables, participant management tables, to relevant parties for review and verification of the project's progress.
Communication: Through forums, social media platforms, and chat groups, we will provide survey result reports to the community and engage in discussions on relevant issues.
Compliance with regulations: We commit to adhering to Cardano's decentralized governance regulations, regulations regarding participant identity security, and other related regulations. We pledge honesty throughout the survey process and the disclosure of results.

The following are the benefits of this funding:
Budget suitability: Converted to $15-25 per hour, aligns with the income level in Asian countries, serving as an incentive for us to create high-efficiency products for Cardano.
Appropriate decision-making: The constitution committees, dReps, SPOs, and the community will have a reference tool to make informed decisions during the voting process for governance actions.
Community engagement: Through marketing, explanation of governance actions, and reward mechanisms, more people become interested in Cardano's decentralized governance. This leads to increased participation and active involvement of ADA holders in Cardano's decentralized governance activities.
Removing barriers: Translating and explaining governance actions helps eliminate language and technical knowledge barriers, thereby increasing the number of participants in Cardano's decentralized governance.
Improving voting: The proposal aims to address the issue of random voting by providing survey participants with a better understanding of ongoing governance actions. This allows them to make choices by either selecting a representative dRep or voting based on their own opinions.
