We are entering the era of Voltaire with CIP 1694 laying the foundation for decentralized governance. When a proposal is put forward to ensure decentralization, it requires the highest level of understanding and participation from voters. Representatives such as the Constitution Committee, Drep, SPOs need the informed opinions of voters as a reference for their decision-making process.

Our proposed solution is to establish a Vietnam-based Cardano Community Polling Organization to gather feedback on Cardano's governance actions. We will translate and explain the meanings within governance actions to ensure survey participants understand and make their choices. We will then compile the data and publish it on social media platforms. This will help the community become aware, understand, and engage in decentralized governance. Additionally, it will provide representatives with a better tool to gather community opinions for voting.

Why choose Vietnam?

Vietnam is the leading country in East Asia participating in Cardano and Catalyst governance activities. Vietnamese is the second most required language after English in Catalyst. Vietnamese is the 21st most widely spoken language globally, with hundreds of millions of users. Vietnamese people are passionate about blockchain and crypto, ranking 9th in terms of cryptocurrency ownership and 2nd in cryptocurrency popularity. We are active members in the Cardano Vietnam community. Therefore, this proposal will be a model to expand community survey organizations in other countries.

The uniqueness of my solution lies in the translation, content explanation, and reward mechanism, which attract ADA owners in Vietnam, especially those with limited technical knowledge, language skills, or access to Cardano's governance information. This makes it easier for them to understand and participate in Cardano's decentralized governance actions. Creating a reference tool helps ensure decisions are representative and aligned with the needs and desires of the community

[IMPACT] How does your proposed solution address the challenge and what benefits will this bring to the Cardano ecosystem?

The idea is based on the functioning of community survey organizations in democratic countries, which play a crucial role in ensuring fairness, transparency, and community participation in governance processes. The organization's activities enhance community awareness and responsibility while providing information and policy proposals to improve governance effectiveness.

Providing information to voters: We will translate important proposals that the Vietnamese community is concerned about, along with explanations of rules or key parameters, to facilitate voting by the Vietnamese community, including personal opinions if available.

Conducting voter surveys: Based on the translated proposals, we will conduct surveys with questions related to the proposals.

Promoting voter participation: Enhancing awareness and education about the rights and responsibilities of voters. Incentivizing participation, survey participants will earn points.

Data analysis and evaluation: We will compile and communicate survey data on websites, teams, media outlets, SPO groups, and dReps to understand community opinions and trends, providing valuable references for informed decisions.

Policy proposals and improvements: Based on survey results and data analysis, the community survey organization will represent the community in proposing improvements.

Monitoring and evaluating the election process: Announcing and evaluating voting results for voters. Through the reward mechanism, we encourage voters to pay more attention to important proposals within the Cardano ecosystem.

Direct benefits for the ecosystem:

• By translating and explaining proposals, it helps voters better understand them, making it easier to delegate or vote for dReps with similar views. This increases the number of dReps and delegated representatives supporting dReps.
• Enhances appropriate choices aligned with the community, increasing decentralization.
• Understanding proposals reduces the rate of irresponsible voting.
• Encourages voter participation and contributions to the ecosystem's development.

[IMPACT] How do you intend to measure the success of your project?

To measure the level of success, we will rely on the following criteria:

Short-term:

• Number of survey participants.
• Participants' understanding of governance proposals.
• Quantity of contributions and opinions received for the proposals.
• Availability of survey results for SPOs, dReps, Constitution Committee, and the community to view.

Long-term:

• Enhancing active community participation in Cardano's governance proposals.
• Strengthening transparency in governance proposals and achieving high community consensus.
• Increasing the number of ada holders who become dReps or delegate their voting power to dReps aligned with their views.

[IMPACT] Please describe your plans to share the outputs and results of your project?

If our proposal is sponsored, the dissemination of its results and sharing will be implemented as follows:

• Publishing a report on the survey results: This report will include voting outcomes, relevant information about the proposal, and quotes highlighting valuable community contributions.
• Sharing the content across cryptocurrency community channels: Twitter, Cardano spot, Facebook, Telegram, Discord, and the official governance community website.
• Target audience: The community of ADA owners, Constitution Committee members, dReps, and SPOs.

Next steps for development:

If successful, this project will serve as a foundation for expanding in the following two directions:

• Expanding the scope of operations: Supporting or collaborating with communities in other countries to develop community survey organizations.
• Expanding the survey topics: Collaborating with dReps, SPOs, or project owners to conduct surveys on specific issues. For example, instead of Wingride previously having to create survey questions, manage the survey results, and distribute rewards, by collaborating with a survey organization, they can simply send the rewards and receive the survey results. Additionally, this collaboration enhances the effectiveness of user access.

Experience: Our team member have worked at the Cardano Ecosystem Hub in Vietnam, we understand the Cardano blockchain and decentralized governance, and we have extensive marketing knowledge.

Commitment to documentation: Our team will provide project-related documents, including project reports, operational mechanisms, synthesis materials, survey result tables, participant management tables, to relevant parties for review and verification of the project's progress.

Communication: Through forums, social media platforms, and chat groups, we will provide survey result reports to the community and engage in discussions on relevant issues.

Compliance with regulations: We commit to adhering to Cardano's decentralized governance regulations, regulations regarding participant identity security, and other related regulations. We pledge honesty throughout the survey process and the disclosure of results.

[CAPABILITY/ FEASIBILITY] What are the main goals for the project and how will you validate if your approach is feasible?

We have set the following goals:

• 400+ survey participants - The number will be validated within our management mechanism and used for scoring survey participants. This number is achievable because the Cardano community in Vietnam has over 46,000 members on Facebook and more than 3,000 participants across 10 active Telegram groups.
• 200+ representatives to view survey results - which could be based on likes, views, or interactions. However, I am not convinced by these metrics and will find alternative methods. Nevertheless, I believe this number is attainable because my Twitter account has over 60 followers from SPOs, Cardano governance chat groups have over 1,000 participants, and there are hundreds of thousands of people on other social media platforms.
• 10% of survey participants to voice their opinions - I cannot predict this data, but I will encourage it through my incentivization mechanism, and it will be verified within our survey management tool.
• 50% of survey participants to have knowledge of the surveyed governance proposals - In the final stage of our proposal, we will create an exam for survey participants to assess their level of understanding and their motivation to work on this, which will be scored highly in our incentivization mechanism.

The total implementation time is 8 months, divided into 3 stages:

Stage 1: Mechanism setup (1 month)

• Find, update, and compile documentation on governance and CIP 1694 regarding the protocol.
• Standardize the content framework and survey presentation.
• Establish the management mechanism and scoring system for survey participants.

Stage 2: Survey and disclosure (5 months)

• Translate and explain the content of governance proposals.
• Publish surveys on various platforms.
• Analyze and process the survey results.
• Manage and score survey participants.
• Generate and share result reports.
• Repeat the process for subsequent proposals.

Stage 3: Summary (2 months)

• Summarize the process of sharing result reports and assess effectiveness.
• Organize a competition to evaluate participants' understanding of the proposals.
• Score and reward survey participants.

Risk mitigation plan:

• Inactivity: Since we cannot anticipate the exact start time of Cardano's governance operations, it is crucial to prepare supportive tools in advance. If the operations haven't begun or the desired effectiveness hasn't been achieved, we will focus more on surveying Catalyst-related issues.
• In the event of a significant decrease in ADA price, we will ensure the completion of the set goals by reducing the frequency of surveys. This will be done by prioritizing and selectively choosing important proposals to survey. By doing so, we can balance the budget and maintain the incentivization mechanism for survey participants.

As mentioned above, we will create a more effective means of providing information on Cardano and Catalyst governance proposals for ADA holders, thus creating a reference tool for community representatives.

The following are the benefits of this funding:

Budget suitability: Converted to $15-25 per hour, aligns with the income level in Asian countries, serving as an incentive for us to create high-efficiency products for Cardano.

Appropriate decision-making: The constitution committees, dReps, SPOs, and the community will have a reference tool to make informed decisions during the voting process for governance actions.

Community engagement: Through marketing, explanation of governance actions, and reward mechanisms, more people become interested in Cardano's decentralized governance. This leads to increased participation and active involvement of ADA holders in Cardano's decentralized governance activities.

Removing barriers: Translating and explaining governance actions helps eliminate language and technical knowledge barriers, thereby increasing the number of participants in Cardano's decentralized governance.

Improving voting: The proposal aims to address the issue of random voting by providing survey participants with a better understanding of ongoing governance actions. This allows them to make choices by either selecting a representative dRep or voting based on their own opinions.
