This is a project to develop Blockchain lecturers for universities in the South. They studied the CBCA course together and shared. Therefore, we can only share videos recording the discussions.
[SOLUTION] Please describe your proposed solution
In Vietnam, searching for "blockchain jobs" on Google yields over 11 million results in just half a second, indicating substantial opportunities in the Information Technology (IT) sector. The majority of professionals in this field come from the IT industry. LinkedIn's forecast suggests a significant surge in demand for blockchain programming globally in 2022, with 15.6% of all LinkedIn job postings being for roles such as "Blockchain Engineer" and "Blockchain Developer". Vietnam is recognized as one of the leading countries in this technology.
With ~57K IT students graduating yearly, The expected shortage of human resources in IT- in Vietnam (need 530k- view data here), but students are equipped with limited blockchain knowledge, not meeting the human resource needs of Vietnam and the world.
However, the demand for personnel in this field in Vietnam remains insufficient, accounting for only about 1-2% of market demand, according to reports from the Ministry of Information and Communications.
With the predicted shortage of human resources in the field of Information Technology in general, and specifically in blockchain, as well as the barriers to becoming a Cardano blockchain developer, we believe that a fresh approach is needed to attract developers from outside the Cardano ecosystem.
In reality, the biggest challenge contributing to the shortage of blockchain talent lies in the education sector, as this field is still not widely taught in universities across Vietnam. Therefore, there is a pressing need to train educators in IT departments at universities. They would serve as the starting point for fostering a new generation of blockchain engineers throughout the industry.
In the Cardano Foundation's report "Annual Report 2022", it is pointed out that Education is one of the three focus areas of CF's actions in the coming time to boost resources for the Cardano ecosystem.
In 2024, representatives of 02 IT faculties of 02 universities wrote a outline for the course on blockchain and decentralized applications development.
The people who wrote these documents are members of the project team. Although the outline is written in Vietnamese, I believe that readers will see our efforts and desire to bring the Blockchain curriculum into mainstream teaching in universities in Vietnam with the help of technology. online translation tool. Problem-solving:
The project participants include deans and deputy deans of Information Technology departments at universities in Vietnam. As departmental leaders, they have the authority to send faculty for training and incorporate blockchain courses into the curriculum, thus producing blockchain engineers to serve both the burgeoning blockchain industry in general and specifically, the developing Cardano ecosystem.
Currently, we have formed the UBA (University Blockchain Alliance) organization with the participation of 5 universities in Vietnam. We will introduce the CBCA course by the Cardano Foundation to the faculty members of the Information Technology departments of these universities for them to register. Then, we will organize weekly meetings to assist faculty members in preparing lectures based on the knowledge they acquire, which they will then deliver to other faculty members and students (if possible). We will provide support to address any questions and refine the lectures. At the end of the course, these faculty members will graduate with a CBCA certificate. Consequently, they can teach this course to their own students and organize exams for them to obtain the corresponding certificate.
To address the need for blockchain expertise and education, we are focusing on nurturing a competent team of blockchain lecturers at universities in Vietnam. Our strategy involves several key steps:
- Identification and Recruitment: We identify faculty members with a strong interest or background in blockchain technology from Information Technology departments at various universities.
- Training and Certification: These identified faculty members are enrolled in training programs, such as the CBCA course by the Cardano Foundation, to enhance their understanding and proficiency in blockchain concepts and applications. Upon completion, they receive certification, validating their expertise in the field.
- Capacity Building: We provide continuous support and resources to help these faculty members develop their teaching skills and create engaging and relevant blockchain curricula. This includes workshops, seminars, and access to updated educational materials.
- Collaboration and Knowledge Sharing: We facilitate collaboration among blockchain lecturers across different universities, encouraging the exchange of ideas, best practices, and educational resources. This collaborative environment fosters continuous learning and improvement.
- Integration into Academic Programs: We work with university administrations to integrate blockchain courses into existing academic programs, ensuring that students have access to comprehensive and up-to-date education in this rapidly evolving field.
By developing a strong team of blockchain lecturers and integrating blockchain education into university curricula, we aim to meet the growing demand for skilled blockchain professionals in Vietnam and contribute to the advancement of the blockchain ecosystem in the country.

This approach addresses challenges in the following areas:

To share the outputs and results of our project, we have the following plans:
- Project Reports (PoM and PoA): We will submit a Statement of Milestones (SoM) which will be published, reviewed and approved by Community Reviewers. In each Milestone, we will public Proof of Achievement (PoA) to provide evidence that the milestone for which we have already been paid has been achieved.
- Release outputs/results on our website: We will outputs/results on our website at C2VN where interested individuals can access our update proactively. Discuss or query us any topics they prefer.
- Share outputs/results to social platforms (Cardano Forum, Facebook, telegram, twitter, youtube and github): These will be places we share updates, success stories, and best practices. [VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?
These are self-employed rates that account for the employment overheads of the contracted resources. The rates are based on the lower end of US and European averages. Amounts are calculated for each milestone based on the hours required to complete the tasks.
- Additionally, all resources working on this project are taking on the currency risk of being paid in ADA. This means that a decline in ADA’s price could result in lower payments or less work completed for each milestone. Conversely, any increase in ADA’s price would reward the contributors for investing in the Cardano ecosystem.
- For this project, we are calculating a rate of 120 ADA/hour, equivalent to $50/hour. This is the average rate at which the project can be executed.
Given these factors, we believe this proposal offers excellent value for money in a volatile cryptocurrency environment.
