Japan is one of the world's most aged societies with a declining birthrate, and there are a number of serious problems associated with this aging society, all of which are major social issues that need to be addressed as a nation. One of these problems is in the area of medical care and long-term care. While the working-age population that supports medical care is declining, the number of people requiring medical care and nursing care is increasing as the population ages. In order to avoid a collapse of medical care in the face of this continuing trend, it is inevitable to improve the level and efficiency of medical care. In terms of efficiency, we see great potential in the implementation of electronic medical records using Atala PRISM. However, while the Japanese government is also focusing on DID/VC to improve the efficiency of medical and long-term care administrative functions (Digital Japan 2024, a policy document in the digital domain in Japan, has a major concept and policy for DID/VC). ), there is still no socially implemented use case for DID/VC of medical information. This is because human medical information has high barriers to entry due to privacy and other issues. Therefore, in order to solve Japan's medical problems, we first focused on the veterinary medical field, which has low barriers to entry, including legal regulations. We partnered with NTT Data Group (docomo's sibling company), a leader in data-related businesses in Japan, and Toppan to conduct a demonstration experiment of animal medical records with the cooperation of Green Forest Animal Hospital, the largest animal hospital in Hokkaido (with over 50,000 customers and 300,000 pets' medical data), which is one of the closest to animals in Japan. By conducting this experiment, we aim to implement data management of health through DID/VC for solving medical issues and revitalizing local communities ahead of other regions, companies, and DAOs, using Atala PRISM, Cardano's DID/VC infrastructure. Through this demonstration experiment, we are also looking at linking to the human medical domain and using it for medical services across the human and animal domains through the appropriation of know-how. In addition to contributing to the medical and health fields, we hope to eliminate the problems of exploitation of data providers and users due to the oligopoly of data by Big Tech, as well as restrictions on the scope of data utilization.

Such collaboration and activities themselves will greatly increase awareness of Cardano, and pave the way for the actual adoption of Atala PRISM not only in Japan, but also in the medical field for animals and humans worldwide. This collaboration and demonstration will also serve as a major advertisement to promote the adoption of Atala PRISM as a DID/VC platform in general, not just in the medical field.

・Our Approach

In order to achieve the above goals, we will first establish a consortium to study ideal data collection and utilization, discuss theory building, and then conduct a demonstration experiment based on the theory using an electronic medical record for pets.

In this CATALYST, the following four steps will be carried out using the funds.

1. Discussion on data collection and data utilization

2. Development of various tools necessary to conduct demonstration experiments based on the examined theory

3. Conducting demonstration experiments related to data collection

4. Study on the utilization of the collected data.

In the above four steps, we will examine how DID/VC data and big data can be utilized, and conduct demonstration experiments to collect data in a manner that meets these needs, with the aim of implementing Cardano in society.

The outline of each step is as follows

Step 1 Theoretical study: Discussions will be held within a consortium of leading Japanese data-related businesses on the ideal form of data for utilizing DID/VC data and Big Data, incentive design within the ecosystem, decision-making algorithms for system changes, cash points, businesses and services to be partnered, etc. Discussions and deliberations will be held within the consortium led by Japan's leading data-related businesses.

Together with the co-proposers and partners, gather large companies, start-ups, and local governments with large amounts of various data in Japan to participate in this study.

The following is a conceptual diagram of the envisioned project.

Step 2 Tool development: Develop a prototype reflecting the theories and concepts discussed in Step 1 so that the following flow can be realized.

Create a form in which animal (pet) and veterinary hospital data, which are not fully databased to begin with, are linked to the DID and stored (DX, electronic medical records). Step 3 Demonstration Experiment: A demonstration experiment was started in Asahikawa City, Hokkaido. Pet electronic medical records and DX tools are used at Green Forest Veterinary Hospital, Hokkaido's largest veterinary hospital, to collect pet-related health data and data that can be provided by veterinary hospitals. While converting the data into big data, edit the data so that companies other than veterinary hospitals can utilize the data.

Step 4: Consideration of utilization: The companies and local governments participating in Step 1 will consider how the specific DID/VC and Big Data obtained in the demonstration experiment can actually be utilized, and what additional ai/web3 tools are needed to promote utilization.

After the catalyst is completed: Budgeting (Digital Rural City National Initiative grants from Japanese Government and budgets from each company, etc.) to deploy the assembled concept in all areas and industries. Then, the concepts developed in Step 4 will be vertically and horizontally deployed in combination with the resources, applications, and services of the companies and municipalities that participated in Step 4. At that time, the following will also be developed: updates to each prototype, development of tools to make big data usable using AI, APIs to enable each business to receive personal and corporate data provided and link it to their own systems, AI tools to match each data with the businesses and individuals who need it, and so on. 1. Prototype of a DX tool to collect data from veterinary hospitals

Conduct interviews and analysis with Green Forest Veterinary Hospital regarding the workflow of the veterinary hospital and the existing SaaS in use, and examine and identify when data that cannot be obtained directly from owners and animals can be obtained and what data can be DXed using AI (ChatGPT's API) among the data related to Green Forest Veterinary Hospital. Establish the operational flow of the work in question, and create a system for preliminary medical interview and electronic medical record creation based on the operational flow, while also utilizing AI (ChatGPT API).

The following functions will be implemented using Atala PRISM as an application that can be operated by the owner.

All the chats are reflected in the electronic medical record and confirmed by the veterinarian in charge. You can know your pet's body in chronological order. Details are shown in the figure below.

3. Prototype of a web3 wallet linked to electronic animal medical records

The DID wallet, where VC is stored, is not connected to the web3 wallet, where tokens, cryptographic assets, and NFTs are stored, and there are technical hurdles in realizing a system where tokens, etc. are given to the web3 wallet according to the behavior of the DID wallet.

As a prototype, the DID wallet of a specific animal is managed by the owner as a backend system for the electronic medical record and lifelog described in 2, and is connected to the owner's web3 wallet.

4. Prototype of a system in which animal data is given a token each time it is used.

In accordance with the theoretical study and the utilization study, the degree to which tokens will be granted when and how data is used will be considered.

Depending on the study, a prototype system will be developed in which tokens will be given to the owner's web3 wallet every time data accumulated in the electronic medical records and life logs in 2, or every time VC is incorporated into Big Data, or every time VC is used by a business (Depending on the type of data and VC and how it is used, tokens may not be granted.). Since the regulation under the Funds Settlement Law could be an issue if tokens are granted in the public chain, the prototype will issue tokens off-chain or in a closed on-chain manner.

In terms of the choice of infrastructure, it is believed that if cardano does not take the lead in creating a global standard and de facto standard in the data/web3 domain, where network effects are likely to work, or at least take a position where it can participate, it will be difficult to participate in the huge market in the future. In this context, the consortium that will be launched in this project is expected to be a key player.

In this context, the consideration of DID/VC utilization of Cardano in the consortium to be launched in this project itself will significantly increase the recognition of Cardano and Atala PRISM, and will be a key factor in the global expansion of Cardano as a public blockchain, both in Japan and globally as a national policy. It is expected to make a significant contribution to improving Cardano's status as a public blockchain and gaining market share.

One of the reasons for this is the influence of the Consortium. At present, participation by the NTT DATA Group and TOPPAN Holdings in this consortium has been confirmed. The NTT DATA Group has a market capitalization exceeding 3 trillion yen (as of October 29, 2024), while TOPPAN Holdings has consolidated sales exceeding 1.6 trillion yen (for the fiscal year ending March 2024) and a market capitalization of over 1 trillion yen (as of November 7, 2024). These companies are among Japan’s leading IT corporations, wielding significant influence in the market. The fact that a consortium led by NTT Data Group and TOPPAN Holdings will conduct a demonstration experiment using Cardano's DID will not only raise awareness of Cardano, but will also have a sufficient impact to promote the adoption of Cardano in other Dapps and applications in Japan, where the government is recommending Web3. This will have a sufficient impact to increase the number of Cardano developers and increase the number of transactions.

[VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?

The costs of this project and their breakdown are described in the previous section, but we believe that the economic benefits to Cardao will be greater than these costs. The reasons for this are as follows

1. The participation of NTT Data Group, a 3 trillion yen company that leads data-related businesses in Japan, has already been confirmed, and is expected to raise awareness of and generate interest in Cardano's blockchain to the domestic market.
2. After the demonstration experiment at the Midori-no-Mori Animal Hospital, the company anticipates expanding its business to other animal hospitals, and if the industry's expansion proceeds, Cardano could become the de facto standard for blockchain in the 1.7 trillion yen Japanese pet market, where not only web3 but also DX has not yet been widely adopted.
3. Although not included in this milestone, the project envisions the development of this as a data utilization package across industries, starting with linkages not only to the pet market but also to the human health/medical domain. Therefore, in Japan, where Web3 technology is attracting attention but has not yet been implemented, the project can offer the possibility that the implementation promoted by the government will be based on the Cardano blockchain.

In light of the above, the amount of money we are applying for this time is not small, but we are confident that the position and benefits that the Cardano blockchain will bring to Japan once this project is scaled will be much greater than that, and will provide high cost-effectiveness. We are confident that the position and benefits that the Cardano blockchain will bring to Japan at the scale of this project will be far more than that and will be highly cost effective.
