We found that individual ADA holders or Dreps with small voting power often struggle to express their views in decision-making, and their interests are not fully guaranteed. They need a representative organization large enough to protect their interests while also monitoring the implementation of decisions. Based on these challenges, we propose building a platform on Tempo to support Dreps and ADA holders in forming unified alliances under specific operating regulations. Within these alliances, they can discuss issues, express their views, and reach a common consensus that represents the entire group.

Our approach to the platform is based on the following key points:

- Allow any ADA holder to form an alliance or join an alliance that aligns with their views.

- Each alliance operates under its own charter, similar to a DAO, with its own budget and the ability to call for contributions from the community.

- Alliances can propose and vote on specific issues. The alliance can also incorporate Cardano governance actions in exchange for consensus within the alliance before voting.

- Tempo will monitor the voting of members within the alliance by recording evidence on-chain.

This will bring significant benefits to the community:

- ADA holders will have representatives to ensure their voices are heard.

- ADA holders will be connected and able to clearly express their role in Cardano’s important decisions.

- Representatives will monitor decisions, ensuring overall transparency within the community.

Because of these benefits, our project will attract the participation of most ADA holders
