Encourage proposals

During fund, several rewards are given to Community Advisors for feedbacks and votes, but proposer got funded or get nothing. They can't participate to vote during the fund. As a proposer for fund3 I have to spend many hours refining my proposal, speak with others and answer questions. It's challenging. But I can't vote nor get any rewards if my proposal is not elected.

For fund4 I think to become an Advisor as I will only have to go through proposals, make some comments and votes. So doing I can get some rewards almost for sure. It looks like a better use of my time. It look more like a competition where you are doing better as judge than as participant.

Ideas are not good or bad, they are proposals for the community to explore how to grow the Cardano blockchain. As for pool any participation should be reward in order to encourage company and people to participate.

My proposal is to create a reward pool for proposer that are not elected but got some traction and go until the end of the process. It could be based on number of kudos, comments, votes, reply etc.
