Demos DAO

PROBLEM
In the majority of current political systems, new political parties are having difficulty communicating and validating their opinions and made promises, as the political discourse is set up to support already established parties and disregard all the new ones with media spins and undermining their attempts to have integrity (my analogy of honest political party is that it is like playing chess but can't afford to lose any piece on board).
SOLUTION
The idea here is to make a DAO system that would operate in a very similar way to a Project Catalyst, but is adapted to a new goal that would be competing in the elections and serving local community. It would not be created to form a government in the beginning, but to control government decisions through influencing of government issued new regulations voting in parliament. If the specific elections results in parliament are divided, then the smaller party has the majority needed by bigger political parties to form a stable government. That way this DAO would have leverage needed to influence each vote in parliament
CONCEPT
The concept proposed here is integration of a dapp made on Cardano that provides a platform on which citizens can state their opinions publicly on their profile, with the parliament, through regulations of a new political party that are set up in such a way that every elected official needs to abide by voting made in parties core dapp that will be integrated through already developed dashboard system.
Dapp
As we already have a dashboard with developed backend system and all needed features that will provide interested people the ability to register on and start their jurney into new kind of politics, funds needed here are for integration of this system with Cardano network to provide token issuing, to secure the voting algorithm and enable smart contracts for developing project funding on this platform.
Dapp of this DAO party would provide each citizen their profile through which they could vote or make their statements, opinions or insights. It will be decentralized web application that provides block chain based voting. For those that want their vote to matter but don't have time needed to evaluate every vote made in the parliament, dapp will provide an option to delegate their vote to trustworthy participants, and also the ability to retrieve their right to vote at any moment. This way dapp and this system would create local "influencers" or local tribunes that will be closer to their voters and would have a substantial impact on the vote on a greater scale. Dapp will provide a place to have dialogue and discussions about specific topics and issues. It will be created with simple user interface to form a political social media of a country where each public opinion is discussed and evaluated.
DELEGATION
Delegated votes will have the possibility to be public or private in two manners. First one is if other participants in the dapp can see to whom you delegated your vote, and this one is chosen by the delegating participant. Second one is the insight in decisions made with this delegated vote, and that decision is made by the receiver of the vote, so he can remain his voting private if he wants to. This way it would create larger and more representative decisions as not all the participants have the ability nor the time to evaluate the workings of the government.
SMART CONTRACT INTEGRATION
Smart contracts integrated in the DAO will provide the transparency needed to easier communicate the role and agenda of the party based on this system.
For example, if you have 200 elected parliamentarians, the party that forms a government is the one that has 101+ votes in parliament. In a case where two larger parties have each 90 parliamentarians won, and this DAO system holds remaining 20 or even eleven votes, this smaller amount of votes could directly influence the decisions of a forming government with the majority leverage. The logic of giving a support to a specific party is then easy to generate:

That would be the smart contract logic for government forming support that would give the majority a chance to form a government, but leaves every single decision to a decentralized democratic processes. That way this system would ensure bigger leverage on a government while still supporting the majority.
Second use of smart contracts will be in securing the complement of elected officials with dapp voting through locking certain amount of assets or funds into the smart contract during their political turn which they would lose in case of not abiding to the vote made by all the participants in the DAO. This way it will be possible to make promises with added weight to them by staking your funds to the promises, which could be lost if the participants evaluate that the promises were not kept.
IMPLEMENTATION
Implementation of this, and adapted versions, of this system will be through running on elections instead of trying to convince current officials to implement it. The citizens would need to elect it as their preferred way of running the government. This is an easier way of implementing it in contrast to negotiating current officials to implement such system that restricts their power. Implementation of such system will be run by the citizens that would be administrators of the system and when the traction gets bigger it would operate autonomously and sustain itself by support of the participants. This way the DAO system will also remain transparent and would made political trades with it impossible as the system administrators have no means to manipulate the votes made inside of it. System administrators would be merely bureaucrats that support the voting and invite more interested parties to join the process of making the best decisions they can come up with, so it would be a resistant to media spins and integrity corruption of the system itself.
DAO TOKEN ISSUING
We will create the possibility of donations to the party for local community projects and issue party's tokens based on donations made and projects realized with the donations that the project users would validate. If suggested project is realized then the locals would validate the results of the project and the volunteers that had run the project would get compensated with system issued tokens. Those tokens will have a value based on the average benefits of the communities that exploit those projects. This way all participants in the network have the interest to make meaningful projects if they invest in those tokens.
REALIZATION
This proposal will be realized in cooperation with a renowned local IT company with 20 years of experience which develops web based applications for business clients such as e-voting, e-board meeting, CRM, project tracking, call centers and more.
Funds needed are needed for integration of their services with a block chain to secure voting and integration of smart contracts as well as Cardano network's features.
Part of funds will be used for marketing purposes in first country to familiarize citizens with the way of operating of this system. Marketing will be done through alternative artist scene that is becoming more mainstream each day. The goal here is to have artists and celebrities that understand and support this type of governance and to get them to try and explain this concept to their audience.
TIMEFRAME

1. Adapting an existing dashboard system to fit the needs of this project by the end of 2021. (already in process)
2. Development of fully functional Dapp with dashboard solution from existing system and its integration with Cardano is expected by the end of 2022.
3. 4000-10 000 active members by the end of 2023.
4. Running on elections in Croatia in 2024.
5. 50 000 or more active members and voters after the elections in 2024.
6. Adaption for implementation in other countries after testing and effect evaluation on parliamentarian elections in Croatia. (End of 2025)

  CONCLUSION
  This system is aimed to reevaluate current politics modus operandi and to offer a new way of operating simply by running on the elections as a new party without individual ideals or promises other then believing in democratic processes and community made decisions.
  The opportunity for the development Cardano network are obvious. For each country's implementation by its citizens, it would gain at least 7% - 15% of that states population in new participants, and the media coverage would introduce the network via news as a new project developing in their country. If done correctly it would have a massive impact on developing of the network as well as the Project Catalyst principles further development and integration in local communities. It is aimed to bring Cardano solutions to the local cmmunity and to resolve thier toughest choices and challenges. It would have a three way impact: development of Cardano network usage, evolution of politics and tangible real life local projects that would be developed through this organization's system.
