Can we increase voting participation by reducing the volume of proposals through a multi-round selection process.

About this idea
The volume of proposals prevents voters from participating in making a decision (positive or negative) against all of them.
The number of wallets that vote for proposals increases compared to other challenge types.
Unique voting wallets count
This is an experimental challenge with no "theme" or collective problem type for proposals to address. Proposals will be voted on over 3 rounds, with the bottom proposals being dropped at the end of each. By having less proposals for each subsequent round, more voters should be able to review and make a decision.
The cutoff for proposals in round 1 will be once twice the challenge's funds are "allocated" to voted proposals (i.e. $500,000).
The cutoff for proposals in round 2 will be once 1.5x the challenge's funds are "allocated" to voted proposals (i.e. $375,000).
The remaining proposals will then be voted on for the actual challenge funds of $250,000 in round 3.
