The solution is to continue with the work already being done since + 4 years ago, which is the transcription + dubbing + editing + publishing of Cardano related videos in Spanish language through the "Cardano Castellano" Youtube Channel.
Provide the Hispanic community with relevant educational materials and keep it updated with the latest news, releases and projects of the Cardano ecosystem. Most translated content comes from Charles Hoskinson, IOHK, Emurgo and Cardano Foundation youtube channels. There are also others published videos from several different sources like interviews provided by Charles, twitter spaces, projects related to Cardano like stable coins, wallets, etc.
The Hispanic community is the second in size and consists of +20 countries, located in more than just one continent, with very different cultures. These assets will not only result in a stronger and resilient overall Cardano community, but also will be onboarding many new members through the coming years. These assets are considered as a library available for the current and future Cardano Hispanic community members.
This is a constant, non stop and long term endeavor. It already began + 4 years ago. A stronger Hispanic Cardano community means a stronger overall Cardano community.

Cardano Ambassador since 2019. Community translator of official content for IOG, CF, Emurgo, etc, also for the Spanish version of the Yoroi wallet.

Transcription Creation:
The first and most time consuming milestone is to obtain a Spanish transcription of the original English version of the asset.
Acceptance criteria: Several Cardano Hispanic members also speak English. Nevertheless they feel more comfortable receiving content in their native language. These members could easily inform if they feel any translation was not properly done.
Milestone achievement: All transcriptions are published in the Cardano Forum, anyone can check word by word what has been translated.

Dubbing: After the transcription is finished, the following phase is to create the Spanish voice over. In some cases this is a little challenging since some speakers (like Charles) tend to speak quite fast, plus Spanish language is larger in number of words and letters.
A professional microphone was already acquired specifically for this task.

Editing: After voice over is done, original asset needs to be mixed with the created voice over.
Specific software is being use for this task: Audacity for recording + Kdenlive for editing

Content Publication: After transcription + voice over + editing is finished, content is published through the Cardano Castellano Youtube Channel.
A thumbnail with title, original source and original publication date is created for each asset.
Content is also shared through the @CardanoenCast Twitter account and in several Hispanic Telegram groups. It is quite common also for these assets to be shared by the hispanic SPO members and through the broader hispanic community itself.
Acceptance criteria: Besides the acceptance of the translated content, it is also important that the community considers as valuable the voice over work being done. As said before, hispanic community consists of + 20 countries , with several different accents,. Until now the Hispanic community seems to be very happy though.
Milestone achievement: Anyone can check the finished work after asset is published through the Cardano Castellano Youtube Channel with its respective transcription in the Cardano Forum.
I have been doing this alone since + 4 years ago.
Budget is based on 40k transcripted words per month, during a seven months period, any published quantity above that will not increase the required budget.
Budget per word is $0.02 (this includes transcription, dubbing, editing, publishing)
Monthly: 40k words x $0.02 = $800

How many minutes of video per month does this represent?
Roughly original videos have a pace of 140 words per minute, this means that around 300 minutes (+4.5hs) of Spanish content will be published per month.
Auditability:
All published video materials can be checked through the Youtube and Odysee channels. Each video has its respective transcription published in the Cardano Forum.
As mentioned above, the Hispanic community is huge, it is growing and thriving. These video assets can play a major role educating and bringing awareness of the Cardano project to the second biggest community. A lot of new projects and great new ideas are coming from this community. What the proposal offers is way cheaper in comparison with what the market is charging just for translations, (please note that transcriptions are a much harder work), also adding voice over, editing, etc, all at the same low budget.
