Through this project we will create a framework to foster education, research, mentorships and participation of the Portuguese speaking communities inside Catalyst ecosystem.

In order for us to achieve the vision of this project, we depend on the implementation of the Governance layer suggested in CIP-1694, more precisely the option of vote delegation for Project Catalyst DReps.

This project aims to encourage community participation in the governance layer and for this to happen we need to educate on how to become a Catalyst DRep and how to delegate to a Catalyst DRep. If the implementation of vote delegation is postponed, a part of this project may be delayed or modified.

In order to ensure the participation of the Brazilian community and portuguese speaking communities across the world in Project Catalyst, we intend to act on several fronts.

1 EDUCATION - We will create a newsletter/feed of content related to Project Catalyst. This content will be created from:

• Translations of articles and general content related to Project Catalyst
• Creation of articles about Project Catalyst, specific to the context of the Brazilian Cardano community.
• Creation of videos related to Project Catalyst, tutorials for voting stages, tutorials for vote delegation, debates, mentorships analysis of Catalyst proposals.

2 AWARENESS - In order to disseminate content and research, we will create a brand that is aligned with the principles of the local community. We will create profiles on different social media to promote content in a user-friendly manner in order to attract newcomers and increase the base of community members active in Project Catalyst and distribution decision-making, which is essential to promote Cardano decentralization.

3 CATALYST RESEARCH

In order to increase community participation in Project Catalyst voting stages, we will establish a framework to analyze proposals on key challenges and/or themes that are aligned with the interests and values of the Cardano community in Brazil. We will share analysis of proposals that are aligned with community interests and encourage participation in Catalyst voting stages, through voting delegation or incentives for individual voting.

4 INCENTIVES/REWARDS FOR BOOTSTRAPING COMMUNITY ENGAGEMENT- We will create an incentives/rewards model to encourage community participation in Project Catalyst. We could reward participants participating in activities such as:

• Vote on Project Catalyst Funds
• Delegate voting power to a Catalyst DRep
• Participate by answering questionnaires

The Ágora Cardano Brazil - Catalyst project was founded based on feedback from the Brazilian Cardano community itself. We carried out an exploratory community sensing stage in order to identify key areas of action in the Voltaire Era and in Cardano's governance. This exploratory stage originated through the "DReps LATAM - Brasil - Exploration & Community Sensing" proposal, funded in Project Catalyst Fund10.

Through this previous proposal we created the "Manifesto Cardano Brasil" , a project that is under development and resulted in interesting insights so far:

1. We identified a great lack of knowledge and participation on Project Catalyst
2. We realized that the rewards program was useful for bootstrap engagement and active community participation
3. We identified that the community is not only interested in rewards, but also in creating connections, gaining knowledge and expressing their opinions in the Voltaire Era.

The Ágora Cardano team has already been involved in Project Catalyst since Fund2. Providing education to dozens of Brazilian community members on different aspects of the Voltaire Era, CIP-1694, Project Catalyst and Intersect. We have extensive experience as reviewers and moderators on Catalyst, having participated in hundreds of proposal reviews on Catalyst and with several assessments/reviews of excellent quality.

[VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?

Much of the work involved in this proposal is to create content for the Portuguese-speaking community. When we think about the Project Catalyst context, little content is available in languages other than English, we will only be able to achieve mass adoption and decentralization of the Cardano protocol if non-English speaking communities have access and understanding of what is being created, how to participate on Project Catalyst.

Costs and hourly rates were established based on average international market standards. The following websites were consulted and used as a reference for setting hourly rates for the contributors of this proposal.
