Through this project we will create a framework to foster research, education and engagement about Voltaire, improving the participation of Portuguese speaking communities in the governance process.

In order for us to achieve the vision of this project, we depend on developments of the Governance layer suggested in CIP-1694.
This project aims to encourage community participation in the governance layer and for this to happen we need to educate about the Cardano Constitution and vote delegation. If the creation of the Cardano Constitution and the implementation of voting delegation are postponed, this project delivery could be postponed as well.

In order to ensure the participation of the Brazilian community in Cardano's governance layer, we intend to act on several fronts:
1 ONLINE EDUCATION - We will create a newsletter/feed of content related to governance. This content will be created from:
- Translations of articles related to governance;
- Creation of articles on governance specific to the context of the Brazillian Cardano community.
- Creation of videos related to governance, Voltaire, Cardano Constitution & related topics
- Creation of tutorials
- Debates on Twitter(X)
- Analysis and Op-eds about governance topics(eg Cardano Constitution, geovernance actions...)
2 AWARENESS - In order to disseminate content and research, we intend to create a brand that is aligned with the principles of the local community. We will create profiles on different social media to promote content in a user-friendly manner in order to attract newcomers and increase the base of community members active in governance and distributed decision-making, which is essential to promote Cardano's decentralization.

The Ágora Cardano Brasil project was founded based on feedback from the Brazilian Cardano community itself. We carried out an exploratory community sensing stage in order to identify key areas of action in the Voltaire Era and in Cardano's governance. This exploratory stage originated through the "DReps LATAM - Brasil - Exploration & Community Sensing" proposal, funded in Project Catalyst Fund10.

Through this previous proposal we created the "Manifesto Cardano Brasil" , a project that is under development and resulted in interesting insights so far:
- We identified a great lack of knowledge about the Voltaire Era
- We realized that the rewards program was useful for bootstrap engagement and active community participation
- We identified that the community is not only interested in rewards, but also in creating connections, gaining knowledge and expressing their opinions in the Voltaire Era.

The Ágora Cardano team has already been involved in Project Catalyst since Fund2. Providing education to dozens of Brazilian community members on different aspects of the Voltaire Era, CIP-1694, Project Catalyst and Intersect. [VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?
The purpose of this project is to bootstrap and leverage the governance layer in the Brazilian community.
With the implementation of CIP-1694 it is essential that the governance process becomes decentralized and this proposal seeks to increase the decentralization of decision-making in relation to decisions about voting processes, Cardano Constitution, Governance Actions and serve as a model for future DReps who intend to participate in the community.
Much of the work involved in this proposal is to create content for the Portuguese-speaking community. When we think about the governance context, little content is available in languages other than English, we will only be able to achieve mass adoption and decentralization of the Cardano protocol if non-English speaking communities have access and understanding of what is being created.
Costs and hourly rates were established based on average international market standards. The following websites were consulted and used as a reference for setting hourly rates for the contributors of this proposal.
