Incidents of racism and xenophobia in the media are growing. The Government should work with media and Internet service providers to sensitize them about their role in promoting diversity and eradicating stereotypes, which foster fear of minorities and foreigners, and lead to incidents of racism and xenophobia. Media professionals require training and sensitization to promote more positive and inclusive representations of people of African descent, and increase their visibility and contribution to the economy, culture and development of the Netherlands.
Racial profiling and combating racial discrimination, stereotyping and stigmatization
13.While noting the measures the State party has put in place to report and tackle discrimination that has already occurred, the Committee is concerned that stereotypes and discriminatory attitudes remain prevalent in society. It is particularly concerned that:
(a)Measures taken to effectively tackle the root causes of racial discrimination are insufficient and that measures to raise awareness about stereotypes and prevent discrimination are inadequately implemented;
(b)Racial profiling by the police and forensic psychiatrists continues;
(c)Racial profiling by the police has reportedly produced feelings of mistrust among minority groups and discourages them from seeking help when they are victims of crime or rights abuses;
(d)Stop-and-search powers are exercised by the police disproportionately on members of minority groups, who are furthermore subjected to higher fines, incidents of harassment, and reported racially biased police brutality;
(e)Racist bullying at school has been increasing (arts. 2 and 4-7).
Cultural traditions and racial discrimination
17.While the Committee understands that the tradition of Sinterklaas and Zwarte Piet (Black Pete) is enjoyed by many persons in Dutch society, it notes with concern that the character of Black Pete is sometimes portrayed in a manner that reflects negative stereotypes of people of African descent and is experienced by many people of African descent as a vestige of slavery, which is injurious to the dignity and self-esteem of children and adults of African descent. The Committee is concerned about the discriminatory effect of such portrayals, which may convey a conception at odds with the Convention. It is also concerned at reports that citizens seeking to peacefully protest against such portrayals have been denied authorization to conduct such protests at a meaningful time and place and have been subjected to violent attacks and other forms of intimidation, which have not been adequately investigated (arts. 2, 5 and 7).
Planetary pressures-adjusted Human Development Index (PHDI)
Netherlands is ranked 10 (Human Development Index) and when adjusted for the Planetary pressures is ranked 28 a fall of -18.
In 2021 it had a Human Development Index (HDI) value of 0.941 that when adjusted for the Planetary pressures-adjusted HDI (PHDI) had a value of 0.745, a difference of 20.83.
The Planetary Pressures adjustment factor of 0.79 is made up of the SDG9.4 Carbon dioxide emissions per capita (production) 2020 of 8.06 tonnes (indexed value 0.88), and the SDG8.4 and 12.2 Material footprint per capita of 32.26 tonnes (indexed value 0.70).

The final output is a simple score that categorizes a wallet on its human likelihood.
The impact of a Human-Likelihood-Score is a catalyst for good behavior by wallet owners. In every on-chain interaction that is P2P such a score would be of high value. For governance actions, community forums, and other forms of web3 social media a score such as the HLS would serve as a quick sanity check.
Cardano needs trusted, anonymous interactions during Voltaire
As Cardano enters the Voltaire age, the HLS aims to inspire the community in the arena of long-term thinking, legacy, and honorable conduct by using the immutable track records of wallets. We will showcase that on-chain interactions live on in immutable memory and impact the perceptions of our wallets. In this way, we catalyze a culture of truth, transparency, and honorable conduct in Cardano's governance.
Adoption of Cardano through cultural demand for trusted, human interaction
In the coming years, the significance and importance of true/verifiable decentralization will awaken in the public. Data held by big tech will become a hot topic as AI models trained to look/sound like our family and friends become more prevalent. The importance of what happens with our data, and how it can impact the next generations will bring about a demand for trusted online interactions between humans.
The HLS used by AdaTimeStamp to empower users with a trusted digital legacy
Cardano stands for open knowledge. This includes an understanding of the actors behind the actions. On AdaTimeStamp this means understanding who is creating a piece of content and what this does to enrich the context of its position in the visual library.
We already have a fully functioning (Beta) socialFi product at AdaTimeStamp.io.
Our team consists of a Data scientist, economist, Astrophysicist (advanced modeling), and mechanical Engineer.
Feasibility is driven by the fact that we already run the necessary infrastructure to perform the required analysis. In addition, we want to use the HLS on AdaTimeStamp.io. We will be receiving direct user feedback about the score and demands from users.
