Hydrozoa L2: Pilot-ready Reliability and Performance

Problem

Hydrozoa MVP (fund 12) validated its design as a lightweight hydra head. Projects are excited to use it as an L2 workhorse, but we must boost its reliability, performance, observability for adoption.

Solution

Improve failure-recovery protocols, expand test suite and simulations, implement time-traveling data systems for observability, tune performance with realistic benchmarks, and add an operator runbook.
