[Your Project and Solution] Solution
Please describe your proposed solution and how it addresses the problem
Current Landscape and Urgent Need for Blockchain Education in Vietnam:
- In Vietnam, searching for "blockchain jobs" on Google yields over 11 million results in just half a second, indicating substantial opportunities in the Information Technology (IT) sector. The majority of professionals in this field come from the IT industry. LinkedIn's forecast suggests a significant surge in demand for blockchain programming globally in 2022, with 15.6% of all LinkedIn job postings being for roles such as "Blockchain Engineer" and "Blockchain Developer". Vietnam is recognized as one of the leading countries in this technology.
- With ~57K IT students graduating yearly, The expected shortage of human resources in IT- in Vietnam (need 530k- view data here%5D(https://drive.google.com/file/d/10gw1WONqhIMLMBjVkZ9qFsyOyPejAWME/view?usp=sharing)) ) but students are equipped with limited blockchain knowledge, not meeting the human resource needs of Vietnam and the world.
- However, the demand for personnel in this field in Vietnam remains insufficient, accounting for only about 1-2% of market demand, according to reports from the Ministry of Information and Communications.
- With the predicted shortage of human resources in the field of Information Technology in general, and specifically in blockchain, as well as the barriers to becoming a Cardano blockchain developer, we believe that a fresh approach is needed to attract developers from outside the Cardano ecosystem.
- In reality, the biggest challenge contributing to the shortage of blockchain talent lies in the education sector, as this field is still not widely taught in universities across Vietnam. Therefore, there is a pressing need to train educators in IT departments at universities. They would serve as the starting point for fostering a new generation of blockchain engineers throughout the industry.
- In the Cardano Foundation's report "Annual Report 2024", it is pointed out that Education is one of the three focus areas of CF's actions in the coming time to boost resources for the Cardano ecosystem.
- In 2024, representatives of 02 IT faculties of 02 universities wrote a outline for the course on blockchain and decentralized applications development.
- The people who wrote these documents are members of the project team. Although the outline is written in Vietnamese, I believe that readers will see our efforts and desire to bring the Blockchain curriculum into mainstream teaching in universities in Vietnam with the help of technology. online translation tool.
- In Fund 12, we received funding and successfully organized a basic Blockchain course for university lecturers.%5D(https://forum.cardano.org/t/developing-the-blockchain-lecturer-team-at-universities-in-vietnam/134177/10).) This is the result of the completed project. After the course, we conducted a survey to gather feedback on the quality of the training and the possibility of organizing an advanced Blockchain course. All participants agreed and expressed their desire for the course to be organized soon. Here is the link to the survey:%5D(https://docs.google.com/document/d/1hbjH6KrGyPUb2k7H0VPdDdhz0FgQK3Y0A0JK1WL1m0M/edit?usp=sharing))
Problem-solving:
![]()
The project participants include deans and deputy deans of Information Technology departments at universities in Vietnam. As departmental leaders, they have the authority to send faculty for training and incorporate blockchain courses into the curriculum, thus producing blockchain engineers to serve both the burgeoning blockchain industry in general and specifically, the developing Cardano ecosystem.
Currently, we have formed the UBA (University Blockchain Alliance) organization with the participation of 5 universities in Vietnam. We have introduced and trained the Cardano Foundation CBCA course to lecturers of Information Technology faculties of universities.
In this proposal, we will hold weekly meetings to share programming techniques with Cardano Blockchain. It includes off-chain and on-chain such as Cardano-cli, Mesh/Lucid, Aiken/Opshin. We will support to answer any questions and complete the lectures. After completing the course, these lecturers will be proficient in programming with Cardano Blockchain. Therefore, they can teach Blockchain to their students.
To address the need for blockchain expertise and education, we are focusing on nurturing a competent team of blockchain lecturers at universities in Vietnam. Our strategy involves several key steps:
- Identification and Recruitment: We identify faculty members with a strong interest or background in blockchain technology from Information Technology departments at various universities.
- Training and Certification: These identified faculty members are enrolled in training programs, such as the CBCA course by the Cardano Foundation, to enhance their understanding and proficiency in blockchain concepts and applications. Upon completion, they receive certification, validating their expertise in the field.
- Capacity Building: We provide continuous support and resources to help these faculty members develop their teaching skills and create engaging and relevant blockchain curricula. This includes workshops, seminars, and access to updated educational materials.
- Collaboration and Knowledge Sharing: We facilitate collaboration among blockchain lecturers across different universities, encouraging the exchange of ideas, best practices, and educational resources. This collaborative environment fosters continuous learning and improvement.
- Integration into Academic Programs: We work with university administrations to integrate blockchain courses into existing academic programs, ensuring that students have access to comprehensive and up-to-date education in this rapidly evolving field.
We recognize that because the course is free, long-term, and technically demanding, there is a risk of declining student participation over time. To address this and foster a strong sense of commitment, we will implement a deposit system. Participants will be required to stake a nominal amount upon registration. This deposit will be fully refunded upon successful completion of the course. Furthermore, to incentivize dedication and excellence, we will introduce a reward system. The most active and high-achieving students will receive valuable rewards, recognizing their hard work and contributions throughout the program. This model ensures that participants are genuinely invested in their learning journey from start to finish.
By developing a strong team of blockchain lecturers and integrating blockchain education into university curricula, we aim to meet the growing demand for skilled blockchain professionals in Vietnam and contribute to the advancement of the blockchain ecosystem in the country.
[Your Project and Solution] Impact
Please define the positive impact your project will have on the wider Cardano community
_This project is designed to create a significant and sustainable impact on the Cardano ecosystem in Vietnam by addressing the critical need for advanced blockchain education and a skilled developer workforce. _
The key impacts include:
Accelerating Ecosystem Growth and Talent Development: Our primary impact is the creation of a scalable "train-the-trainer" model. By training and certifying university lecturers in not only foundational knowledge (CBCA) but also practical development tools (Cardano-cli, Mesh/Lucid, Aiken/Opshin), we empower them to teach hundreds of their own students. This directly builds a robust pipeline of new, skilled blockchain engineers for the Cardano ecosystem, meeting the growing demand for professionals in Vietnam.
Establishing a Sustainable Educational Framework: Instead of a one-time course, we are embedding Cardano education directly into the academic world. Through the University Blockchain Alliance (UBA) and by working with IT department leaders, we facilitate the integration of these blockchain courses into official university curricula. This ensures a continuous and long-term source of talent and innovation for the ecosystem.
Elevating the Quality and Relevance of Blockchain Education: The project enhances the quality of education by providing a structured, hands-on curriculum developed in collaboration with academic experts. We foster a collaborative environment where lecturers from different universities can share best practices, teaching resources, and knowledge, ensuring the educational content remains current, relevant, and aligned with the evolving needs of the blockchain industry.
Strengthening the Cardano Brand and Community: By establishing a formal network of certified lecturers and integrating Cardano into Vietnamese universities, the project positions Cardano as the leading blockchain platform for academic and professional development in the region. This initiative will foster a vibrant local community of developers, educators, and innovators, driving long-term engagement and adoption.
To share the project's outputs and outcomes and to amplify its impact, the project will:
- Submit Project Reports (SoM and PoA): Statement of Milestones (SoM) reports will be published, reviewed, and approved by the Assessor Community. For each Milestone, the project will publish a Proof of Achievement (PoA) to provide evidence of the completion of the funded milestones. Project Catalyst requires funded projects to provide regular proof of achievement to the community to ensure accountability.
- Publish Outputs/Outcomes on the Project Website (C2VN): Interested individuals can proactively access updated information and discuss topics.
- Share Outputs/Outcomes on Social Platforms (Cardano Forum, Facebook, Telegram, Twitter, YouTube, and GitHub): This will enable the project to reach a larger audience, gather feedback and suggestions from the community, and foster a collaborative approach to ecosystem development.

[Final Pitch] Value for Money
How does the cost of the project represent value for the Cardano ecosystem?
These are self-employed rates that account for the employment overheads of the contracted resources. The rates are based on the lower end of US and European averages. Amounts are calculated for each milestone based on the hours required to complete the tasks.
The average hourly rate for a JavaScript developer is $50/hr. Additionally, this tool needs to accommodate various project types, so the design process for each step must consider these differences. Source - JavaScript Developer Hourly Rate Guide | Flexiple
A freelance accountant can charge from $50/hr. Treasury Guild charges $50/hr for wallet setup, administration, and payments. Source - Accountant Hourly Rates | Crowdsourced List
A freelance project manager can charge from $50/hr. Managing this project also requires knowledge of open-source software tools and an understanding of blockchain technology. Source - Project Management Fees | Hourly & Consulting Rates | Salaries – OCM Solution
Additionally, all resources working on this project are taking on the currency risk of being paid in ADA. This means that a decline in ADA’s price could result in lower payments or less work completed for each milestone. Conversely, any increase in ADA’s price would reward the contributors for investing in the Cardano ecosystem.
For this project, we are calculating a rate of 70 ADA/hour, equivalent to $50/hour. This is the average rate at which the project can be executed.
Given these factors, we believe this proposal offers excellent value for money in a volatile cryptocurrency environment.
