Yet, there is no region-specific, data-driven, and institutionally validated document that translates these capabilities into the language and frameworks of public policy. This absence creates a gap between the potential of the Cardano ecosystem and its actual adoption by governments and multilaterals. Without such a reference, many high-impact opportunities risk being missed or claimed by less robust technologies.
