Paraguay lacks a clear legal framework for cryptocurrencies, creating uncertainty for businesses, consumers, and innovators. Our solution is to draft a comprehensive cryptocurrency law and submit it to Congress using a citizen petition (Iniciativa Popular). Paraguayan law requires 2% of registered voters (~94,000 people) to sign in order for such a proposal to be accepted. We will build a campaign that achieves 100,000+ verified signatures, ensuring both legal legitimacy and grassroots support for this historic legislation.
The project begins with drafting the legislation, led by our team of legal advisors, in consultation with blockchain specialists, businesses, and regulators. The draft will cover taxation, consumer protection, transparency, and recognition of cryptocurrencies like ADA as valid payment methods. Parallel to this, we will work with the Electoral Tribunal (TSJE) to validate the petition structure and launch the official signature-collection process.
Once the draft and petition infrastructure are ready, we will execute a nationwide campaign combining signing booths, workshops, media outreach, and digital communication. Citizens will learn about the law’s benefits—such as reducing transaction costs, enabling tokenization of real-world assets, and protecting consumers—while also being given the opportunity to directly participate by signing the petition. This campaign will target 100,000+ signatures to exceed the legal threshold.
Finally, the refined draft law and validated petition will be formally submitted to the Paraguayan Congress with public ceremony and lobbying from the Blockchain Chamber of Paraguay. All materials—including the draft law, campaign resources, and the petition process—will be released as open-source outputs for reuse across Latin America.
