Please describe your proposed solution and how it addresses the problem
The Moldova Blockchain Centre is designed to be a permanent hub hosted at the Academy of Economic Studies of Moldova (ASEM), designed to turn the country’s growing interest in blockchain into practical skills, tangible projects, and measurable adoption.
At its core, the Centre will bridge the current gap between demand and capability. Ministries, universities, and businesses are already asking for blockchain education, pilots, and roadmaps but there is no accredited program nor physical space to provide them. The Centre solves this by combining academic accreditation, government and business integration, and open-source knowledge sharing in one coordinated platform.
In education, the Centre will integrate Cardano-focused courses into ASEM and Technical University of Moldova (UTM) programs, supported by complete, accredited materials developed with academic, government, and industry input. These programs will give students the skills to participate in real-world blockchain projects as well as accredited certificates that will count towards their degrees.
For the public sector, the Centre will design and deliver training tailored to ministries, agencies, regulators, and the judicial sector, ensuring decision-makers understand how blockchain can improve public registries, automate processes, and secure sensitive data. All materials will be validated by government partners.
**The business track **will equip companies like SMEs and major industries in banking, IT, legal, and energy with sector-specific knowledge and case studies that sh blocwcase blockchain’s potential to cut costs, increase transparency, and create new opportunities.
To grow technical capacity, the Centre will host regular developer meetups and workshops, connecting Moldova’s tech talent to global Cardano tools and fostering collaboration between developers, businesses, and government. Consultancy services will help organizations move from interest to implementation, with marketing support and representation at key industry events.
The first year will culminate in a public showcase presenting graduate achievements, completed pilots, and industry use cases, alongside a published impact report and sustainability plan. All materials and pilot templates will be open-sourced under Apache 2.0, enabling replication across Eastern Europe and positioning Cardano as the default platform for institutional blockchain adoption in the region.
Rather than running isolated training events or one-off pilots, the Centre integrates education, experimentation, and adoption into a continuous cycle:
Placing the Centre inside ASEM ensures academic legitimacy and steady enrolment, whilst partnering with UTM guarantees a technical track for developers. Involving ministries from day one ensures pilots are aligned with national priorities, while industry engagement ensures blockchain use cases deliver tangible returns on investment.
The Moldova Blockchain Centre is built to last. Its open-source model means the value created in Moldova can be replicated across Eastern Europe, positioning Cardano as the default blockchain platform for institutional and enterprise adoption in the region.
This solution is not an experiment, it is a structured, credible, and scalable approach to turning interest into impact, ensuring that blockchain adoption in Moldova is informed, inclusive, and built to deliver real-world results.

Please define the positive impact your project will have on the wider Cardano community
The Moldova Blockchain Centre will create measurable, long-term benefits for education, government, industry, and the Cardano ecosystem. By embedding blockchain into accredited university programs, it will ensure that the next generation of economists, engineers, and developers graduate with practical Cardano skills. This creates a sustainable talent pipeline capable of delivering projects far beyond the scope of this proposal.
For the public sector, tailored blockchain training will empower ministries, agencies, and regulators to design and oversee secure, transparent, and efficient digital services. The direct involvement of government partners from day one ensures that pilots are not only technically sound but also legally and operationally viable, paving the way for large-scale institutional adoption.
Businesses across strategic sectors, like banking, IT, legal, and energy will gain practical knowledge to identify where Cardano solutions can reduce costs, improve compliance, and unlock new revenue streams. Early engagement with SMEs will drive grassroots innovation, while industry-level training will support large-scale transformation projects.
The Centre’s developer meetups, workshops, and community events will grow a local network of Cardano-literate developers, fostering collaboration and ensuring that Moldova has the technical capacity to build and maintain blockchain solutions in-house. This local ecosystem will reduce reliance on external consultants and keep project value within the country.
All educational resources, pilot templates, and training materials will be open-sourced under Apache 2.0, amplifying impact across Eastern Europe. Universities, ministries, and businesses in neighbouring countries will be able to reuse and adapt the content, extending the reach of this initiative without additional Catalyst funding.
For the Cardano community, the Centre will generate real-world on-chain activity through pilot deployments, student projects, and institutional integrations. Every pilot, update, and transaction will be transparent, verifiable, and measurable. This project is about creating an enduring, scalable infrastructure for adoption, making Cardano the natural choice for government and enterprise solutions in Moldova and beyond.
