Target Stakeholders: UN agencies (e.g., FAO, UNICEF), government ministries (Agriculture, Health, Digital Innovation), and NGOs.
StaTwig already has existing relationships with UN agencies (UNICEF, WFP), governments (India, Bangladesh, Bhutan), and NGOs through its VaccineLedger and supply chain projects. Outreach will be done via direct contacts, formal invitations, and leveraging these prior collaborations.
By connecting Cardano to UN/government decision-makers, this project ensures Cardano is visible, credible, and included in the future of blockchain-enabled governance.

Develop a draft Cardano-for-Governance white paper highlighting how Cardano (Veridian DID, StaTwig’s VaccineLedger, CryptoAid, AgriPass) can address challenges in transparency, identity, and accountability. Establish engagement plan with at least 2 institutional stakeholders (UN/NGO or government).
Acceptance Criteria
A draft white paper must be produced and reviewed internally by StaTwig and at least one external advisor. The draft must clearly outline how Cardano (Veridian DID, VaccineLedger, CryptoAid) addresses governance and transparency gaps. In parallel, StaTwig must initiate outreach with at least two institutional stakeholders and secure written confirmation of interest or willingness to engage in the advocacy program.

StaTwig’s in-kind contribution further reduces risk and cost per output.
