The application will be open sourced under MPL-2.0 (same as Cardano Ballot). Source code, documentation, and configuration will be published on GitHub, freely available for adaptation by other chambers and associations. Transparency is essential in governance. By releasing the DIG Governance App under MPL-2.0, we ensure trust, auditability, and replicability. Other chambers and associations can adopt and adapt the solution, accelerating adoption of Cardano as the standard for secure governance.

It aligns governance with experience and trust, creating fairer and more durable decision-making. Most governance apps use token or stake-based voting. Our solution introduces tenure-weighted voting for a Chamber of Commerce. It combines blockchain-secure ballots with tangible member benefits.

Chambers of commerce must evolve or risk becoming irrelevant. DIG, with over 300 member businesses ranging from local firms to large enterprises, represents a diverse and vibrant network deeply rooted in Lower Silesia, a region known for innovation and for being at the forefront of digital adoption. As part of the Polish National Chamber of Commerce (Krajowa Izba Gospodarcza, KIG)—which itself unites over 160 business organizations across Poland—DIG sits at the heart of national business representation.
To strengthen transparency, unlock participation, and attract younger companies, we propose the DIG Governance App: a secure mobile and web platform built on a modified Cardano Ballot. It offers modern governance tools and practical member benefits.
The app leverages a modular architecture grounded in the Cardano Ballot ecosystem. The core cryptographic modules—such as vote commitment, Merkle roots, Hydra-based tallying, and independent verification—are retained to secure integrity and transparency.

Our technology partner, Binar Apps has hands-on expertise with Cardano development, governance systems, and enterprise-grade integrations.
Binar Apps have experience in developing Plutus smart contracts and full-stack blockchain applications. Co-implemented a Decentralised Exchange (DEX) in Plutus, covering end-to-end architecture and deployment. Contributed to GovTool, where he was responsible for setting up and maintaining the infrastructure that supports decentralized governance operations. Brings a strong mix of backend, infrastructure, and smart contract development, directly applicable to BikeID Cardano integration
We will build on Cardano Ballot’s open-source foundation, proven in Cardano governance itself, adapting it with tenure-weighted voting and user-friendly onboarding.
