What is the problem you want to solve?
Governance and participation are often English centric, excluding non-English speakers and limiting Cardano’s global decentralization.
Does your project have any dependencies on other organizations, technical or otherwise?
Yes
Describe any dependencies or write 'No dependencies'
Requires local community partners, volunteer translators/moderators, and basic integration with a governance tooling stack.
Will your project's outputs be fully open source?

Describe what makes your idea innovative compared to what has been previously funded (whether by you or others).
This project is the first to run full, end-to-end on-chain governance pilots entirely in local languages not merely translated docs. We deliver reusable locale bundles (UI strings, onboarding flows), Plutus micro-grant contracts, A/B tested language-first UX, and a community localization loop. Unlike prior work, it embeds localization into live governance transactions, producing verifiable on-chain evidence and playbooks that wallets and frontends can reuse or scaling multilingual governance. plus wallet integration...
Describe what your prototype or MVP will demonstrate, and where it can be accessed.
Describe realistic measures of success, ideally with on-chain metrics.
Success measured by on-chain and survey KPIs: per pilot target 100 registered membership tokens, ≥25% voter turnout, and ≥60 post-pilot surveys with translation usability ≥75/100.
Conservative on-chain projection per pilot: 100 mint txs, 3 proposal txs, 300 vote txs, 10 disbursement txs, and 30–60 Plutus script executions (450–500 total txs). All txs, script executions, and wallet counts will be published and dashboarded for verification.
Pilots are conservative: they yield verifiable txs and metrics while constituting a tiny slice of Cardano and findings will guide scale and integration.
Please describe your proposed solution and how it addresses the problem
We will pilot three small localized DAOs (each with a micro-grant of 3,000 ADA for community activities) operating in the target language. Each pilot will use translated governance templates, moderated discussion channels, and simple voting flows (guided in local language). The project focuses on testing: translation quality, moderation approaches, dispute handling, and how to map local decisions back to Catalyst-style evaluation. We will produce a replicable playbook and software assets (UI text bundles, locale files) for future deployments.
Please define the positive impact your project will have on the wider Cardano community
What is your capability to deliver your project with high levels of trust and accountability? How do you intend to validate if your approach is feasible?
Team includes community builders with local language fluency, translators, UX designer, and a governance researcher. Feasibility is high because pilot scale is small and relies on existing governance tooling; we will coordinate with Cardano ambassadors to recruit participants. Validation through measurable KPIs and independent participant surveys.
Milestone Title
Partnerships & Localization
Milestone Outputs
We will deliver signed collaboration agreements (MOUs) with at least three local community partners (one per pilot language). Each partner will commit to community recruitment, moderation, and outreach. In parallel, we will produce first versions of localized governance templates, onboarding guides, and voting materials, translated into each language with initial quality assurance. All translations will be stored in a structured, reusable JSON locale bundle and pushed to a public GitHub repo. A recruitment plan and communication calendar for each community will also be created.
Acceptance Criteria
At least three partner organizations or coordinators confirmed and documented by signed MOUs.
Completed and reviewed governance templates in each language (problem statements, proposal forms, voter guides) with accuracy validated by bilingual reviewers.
Localized onboarding and recruitment materials published for each language.
Recruitment plan publicly available with clear targets (minimum 100 participants per pilot).
Repository initialized with locale bundles and onboarding content.
Evidence of Completion
PDF scans of signed MOUs.
GitHub repository link containing locale bundles and templates.
Quality assurance checklist and reviewer notes for each translation.
Recruitment plan document with timeline and outreach channels.

Milestone Title
Pilot Launch
Milestone Outputs
Deployment of three pilot DAOs, each with localized onboarding and participation flows. We will distribute membership tokens (native assets) to registered participants in each language community. Moderated discussion channels will be active in each language. At least one proposal submission and one vote will be executed in each pilot DAO. The micro-grant contract will be deployed to Cardano testnet with small pools (3,000 ADA per community) allocated for future distribution.
Acceptance Criteria
Minimum of 50 registered participants (token holders) in each pilot community.
One functional proposal submitted per pilot and visible on-chain.
One localized vote successfully executed with turnout documented.
Active moderated channels in each language with daily activity during voting period.
Transparent on-chain evidence of the seeded micro-grant pool per pilot DAO.
Evidence of Completion
On-chain transaction hashes for membership token minting.
Explorer links for proposals and voting transactions.
Screenshots or recordings of live voting flows in each language.
Deployment report with contract addresses, funding transaction IDs, and user onboarding logs.

Milestone Title
Active Operations & Evaluation
Milestone Outputs
Pilots will run active governance operations for 6 weeks, including at least 2–3 additional proposals per community. Local moderators will facilitate debates, resolve disputes, and monitor participation. Surveys will be conducted with ≥60 participants per language to measure comprehension, usability, and satisfaction. All governance activity data (proposals, votes, disbursements) will be collected and visualized in a dashboard. Iterative improvements to translations, onboarding flows, and voting instructions will be incorporated based on feedback.
Acceptance Criteria
At least three proposals submitted and voted on in each pilot.
Minimum turnout of 25% of token holders in primary pilot votes.
≥60 survey responses collected per community.
Survey scores show average translation usability ≥75/100.
Iterative update cycle demonstrated with improved translation bundles and updated guides published in the repo.
Evidence of Completion
On-chain transaction hashes and metadata IDs for proposals, votes, and disbursements.
GitHub repo commits showing updated translations and onboarding content.
Published survey results with charts summarizing usability, comprehension, and turnout.
Recorded community workshops showing participants engaging in local language.
Screenshot/video of governance dashboard tracking active metrics.

Milestone Title
Publish Playbook & Handover
Milestone Outputs
Final publication of the Multilingual Governance Playbook, including lessons learned, tested governance flows, and best practices. Playbook will document translation methods, moderation approaches, and localized governance UX patterns. Finalized locale bundles and smart contract code will be published open-source with permissive licenses. A public handover session will be recorded to share results and transfer ongoing maintenance to community stewards. A final performance report will summarize metrics, successes, and recommendations for scaling across Cardano.
Acceptance Criteria
Playbook published publicly in PDF and web format.
Repo includes all finalized locale bundles, contract code, and deployment scripts.
Handover session recorded and attended by at least 20 community stakeholders.
Final report includes KPIs (users onboarded, turnout, txs, survey data) compared against targets.
Evidence of Completion
Public links to playbook PDF, website, and GitHub repo.
Recording of community handover webinar published.
Final report PDF with metrics, charts, and comparison against goals.
Explorer links to final on-chain activity included in the report.

Please provide a cost breakdown of the proposed work and resources
How does the cost of the project represent value for the Cardano ecosystem?
At 40,000 ADA this project directly tests inclusion methods and produces reusable assets (translations, playbook, locale files) that can multiply participation across the network. Micro-grants seed local activity and produce measurable evidence to guide Cardano’s governance evolution.
