There is no existing implementation of TM Forum’s Agreement Management standard on any blockchain, including Cardano, meaning Cardano has yet to tap into the telecom industry’s standard practices for agreements.
We will demonstrate how Cardano can serve enterprise use-cases by conforming to an existing standard used by hundreds of companies worldwide. With this standard-compliant solution, Cardano could become a preferred platform for telco workflows and beyond.

We propose to implement TMFC039 Agreement Management — an enterprise standard used by 800+ companies — as a Cardano-powered application, strictly following the TM Forum specification for this component. This will be the first-ever blockchain implementation of this standard, proving Cardano’s ability to handle real-world enterprise workflows and opening the door for telecom and other industries to join the Cardano ecosystem.
The solution will comprise:
The implementation will use the latest Plutus smart contract capabilities and align with relevant CIP Standards. For example, we will consider CIP-68 standards for on-chain metadata to represent agreement data in transaction outputs. By adhering to Cardano best practices (e.g., using reference inputs and inline datums from the Vasil upgrade for efficient on-chain state management), the solution will be secure, efficient, and up-to-date with Cardano’s tech stack.

By delivering a working Agreement Management module on Cardano, we open the door for telecom operators, vendors, and even other industries that rely on agreements (e.g., supply chain, finance) to experiment with Cardano in a context they understand.

What is your capability to deliver your project with high levels of trust and accountability? How do you intend to validate if your approach is feasible?
I’ve spent over 10 years delivering complex IT solutions in telecom and finance, and today I’m a Senior IT Solution Architect in a telecom company. I know how to take big, industry-grade ideas and turn them into working systems that people actually use.
I’m also an EMURGO Certified Cardano Solution Architect and have built several blockchain projects — from Plutus smart contracts to full dApps — that are already running in the Cardano ecosystem. In fact, I’ve already delivered two successful Catalyst-funded projects, so I know the process, the reporting, and how to deliver on what I promise.
With hands-on experience in TM Forum Open APIs (the same standards this proposal is about) and deep knowledge of Cardano’s tech stack , I’m in a unique position to make this project a reality.

₳22,000 – Backend/API Development: – Implementing the TMF651/TMF701 API layer and middleware connecting REST calls to Cardano (estimated 2 BE Dev FTE for ~3 months, including testing).
