Describe your established collaborations.
StaTwig’s VaccineLedger is a UN-recognized Digital Public Good, deployed with UNICEF in Bangladesh and Costa Rica to track over 100M vaccines, and initially funded by the UNICEF Venture Fund. We hold Long Term Agreements for Services with UN agencies and are in discussions with FAO in Burkina Faso and Bhutan, as well as multiple Ministries of Animal Husbandry, for AgriPass pilot deployments. Cardano Foundation’s Veridian team will provide DID technical guidance, ensuring W3C standards compliance. These collaborations give AgriPass immediate credibility and clear deployment pathways.
Describe funding commitments.
The pilot phase of AgriPass is budgeted at $300,000. We are seeking ₳250,000 from Catalyst to fund core technology integration, wallet issuance, and field deployment. StaTwig will contribute in-kind resources valued at $50,000, including existing VaccineLedger infrastructure, engineering team capacity, and project management. Discussions are underway with FAO and participating ministries for potential co-funding and operational support during pilot execution and scale-up.
Describe your key performance metrics.
AgriPass KPIs:
Wallet Adoption: ≥10,000 DID-based livestock/farmer wallets issued during the pilot; target 5M wallets within 3 years.
Credential Issuance: ≥20,000 verifiable vaccination records stored on Cardano during the pilot.
Traceability: 100% of issued vaccine credentials verifiable on-chain.
Waste Reduction: 20–30% drop in vaccine wastage in pilot regions.
Stakeholder Trust: ≥90% of farmers and veterinary officials report increased confidence in vaccination data.
These KPIs track measurable blockchain adoption, public health benefits, and scalability potential
Please describe your proposed solution and how it addresses the problem
Many countries lack verifiable digital identities for livestock, leading to counterfeit vaccines, inaccurate health records, poor disease surveillance, and low farmer trust. These issues delay outbreak response, cause vaccine wastage, and threaten both food security and international agricultural trade.
AgriPass solves this by integrating Cardano Foundation’s Veridian decentralized identity platform into StaTwig’s proven VaccineLedger—recognized as a UN Digital Public Good and deployed with UNICEF in Bangladesh and Costa Rica to track over 100 million vaccines. With AgriPass, every animal and farmer will receive a secure, tamper-proof “digital passport” containing verifiable vaccination and health records.
How it works:
Why this solution is unique:
Pilot scope (Year 1):
Global impact potential:
The global livestock population exceeds 1.5 billion cattle and 30 billion poultry, representing an addressable market for verifiable health credentials worth billions annually. Scaling AgriPass to 10–15 countries in 3 years could reach 5 million wallets and hundreds of millions of credentials, driving sustained on-chain transactions and positioning Cardano—through Veridian—as the global standard for agricultural identity systems. Each credential verification is an on-chain transaction, creating a recurring and scalable usage model for the Cardano ecosystem.
By delivering a working, large-scale Veridian DID use case in animal health, AgriPass will protect livestock, improve food security, strengthen trade compliance, and drive measurable adoption of Cardano technology in a sector critical to the global economy.

Please provide a cost breakdown of the proposed work and resources
The total pilot budget for AgriPass is ₳300,000, of which ₳250,000 is requested from Catalyst. StaTwig will contribute an additional ₳50,000 in-kind through engineering resources, project management, and existing VaccineLedger infrastructure.
Cost Breakdown (Catalyst Funding ₳250,000):
Technology Development & Integration – ₳90,000
Pilot Deployment & Field Operations – ₳45,000
Monitoring, Evaluation & Reporting – ₳25,000
Sales, Partnerships & Stakeholder Engagement – ₳40,000
Marketing, Community Engagement & Outreach – ₳30,000
Project Management & Administration – ₳20,000
StaTwig In-Kind Contribution (₳50,000 equivalent):
Total Budget:
Catalyst Ask: ₳250,000
StaTwig In-Kind: ₳50,000
Total Pilot Budget: ₳300,000
Coverage of Shortfall & Sustainability:
The ₳50,000 shortfall beyond Catalyst funding will be covered by StaTwig’s in-kind resources. Beyond the pilot, additional funding for scale-up (estimated ₳4M across 10–15 countries) will be secured through UN agencies (FAO, UNICEF), government contracts, and donor support. This ensures AgriPass is financially sustainable and scalable after Catalyst funding.
How does the cost of the project represent value for the Cardano ecosystem?
AgriPass represents an excellent use of Catalyst funds because it converts ₳250,000 into a large-scale, real-world adoption case for Cardano’s decentralized identity platform Veridian, while also generating measurable social impact in livestock health, food security, and agricultural trade.
The project budget has been designed around realistic industry and regional rates. For example, blockchain engineers in India and Africa typically cost 30–50% less than in the US/EU, allowing us to deliver the same technical outputs at lower cost.
Training, outreach, and operations leverage existing UN and FAO networks, reducing overhead.
StaTwig contributes ₳50,000 in-kind (engineering + VaccineLedger infrastructure), demonstrating that the team is invested and sharing the cost burden.
Every DID wallet and vaccination credential issued through Veridian directly increases on-chain activity. The pilot alone will create ≥10,000 wallets and ≥20,000 on-chain credentials; scale-up across 10–15 countries could generate millions of transactions.
This project demonstrates Cardano’s leadership in decentralized identity with FAO, UN agencies, and ministries—high-profile institutions that elevate Cardano’s global reputation.
All integration modules and APIs will be open-sourced, enabling Cardano developers to reuse them in other sectors (fisheries, forestry, supply chains).
Pilot outputs: 10,000 wallets, 20,000 credentials, 20–30% vaccine wastage reduction, >90% trust rating.
Cost efficiency: The pilot cost of ₳250,000 translates to ~₳25 per DID wallet and credential bundle. This cost is highly competitive compared to typical enterprise identity pilots, which often exceed $100 per user.
Scaling potential: With 1.5B cattle globally, the opportunity for Cardano to capture livestock identity and health credentials is massive. The pilot lays the groundwork for adoption at continental scale.
Catalyst funds build the MVP + validated pilot.
Scale-up will be financed by UN agencies and governments, ensuring Cardano’s Veridian platform becomes embedded in national agricultural systems without ongoing Catalyst support.
In summary:
This proposal delivers high technical and social impact per ADA spent, with costs justified by regional efficiencies, StaTwig’s co-investment, and the scale of potential adoption. AgriPass is not just a one-off project—it is a global adoption driver that will cement Cardano’s position as the blockchain of choice for decentralized identity in agriculture and beyond.
