Core Innovation - Blockchain-Based Price Oracle:
We will create the world's first comprehensive, blockchain-assured commodity pricing ledger using WFP's unparalleled global market data infrastructure.
WFP's Unique Data Asset:
The World Food Programme maintains the world's largest repository of domestic market price data. What makes this data uniquely valuable is its granularity and reach: unlike national or state-level statistics, WFP collects price data at the market level - often in remote or underserved areas not covered by government systems or other organizations. This hyper-local data provides a much more accurate and timely picture of food access and affordability, especially in fragile or rapidly changing contexts. In addition, WFP also consolidates data received from other sources such as governments.
Current Scale:
Technical Architecture: Secure Price Oracle
Publisher Registry: On-chain registry storing WFP's authorized public keys
Signature Verification: All price data cryptographically signed by WFP to ensure authenticity
Multi-signature Support: Future capability for multiple authorized data providers
Static Master Data: Controlled taxonomy of commodities, markets, units, and categories
Batch Processing: Country/date groupings optimized for Cardano transaction limits
IPFS Integration: Bulk data stored in IPFS with on-chain hash anchoring for cost efficiency
Merkle Tree Verification: Each data batch includes cryptographic proofs for individual price records
Immutable Records: Once published, data cannot be altered without invalidating blockchain hashes
Public API: Simple REST API for accessing price data with optional cryptographic proofs
WFP collect market prices through established procedures
Data standardized with computed Merkle root
File stored in IPFS for tamper-proof, global accessibility
On-chain record includes: Merkle root, IPFS CID, batch metadata, WFP digital signature
The design can extend to multiple authorized agencies in future phases without changing the core architecture
Objective: Demonstrate practical integration opportunities between the pricing ledger and key ecosystem solutions, focusing on applications relevant to WFP's local partners such as farmer cooperatives, MFI (Microfinance Institutions) and government. The link with MFIs will be in collaboration with the existing project SheCan.
SheCan is an initiative from the World Food Programme which aims to improve economic opportunities for women and their communities by incentivizing MFIs to provide affordable and gender-responsive microloans to smallholder farmers and micro-entrepreneurs. By leveraging a blended finance model and WFP's extensive global network, SheCan seeks to establish a sustainable pathway for equal economic participation among women. The initiative boasts an exceptional default rate of only 0.1% and has reached more than 600,000 people. SheCan has been working in Rwanda, Zambia, Malawi, Cameroon, Iraq, Peru, Ecuador (new), Bolivia (new).
The first workshop will be online with group and individual interactions for 7-10 WFP Country Offices with the goal of spreading knowledge, demonstrating what can be done, collecting local needs and selecting what is the best country for a second in-person workshop.

How does the cost of the project represent value for the Cardano ecosystem?
This project makes price data to over 330,000+ annual price data points from 1,800+ markets across 59 countries more acessible, timely and reusable. The project delivers immediate value far exceeding its total cost, while aligning with WFP’s mission to democratize access to life-saving information.
As highlighted in WFP’s paper Democratizing Data (available on supporting documentation), open data systems dramatically reduce the time needed to act during emergencies, enabling faster, more informed responses to food insecurity and market shocks. This project enhances WFP’s public good data by transforming it into a developer-friendly, blockchain-integrated resource, empowering humanitarian actors, governments, and innovators to build resilient, data-driven solutions.
The investment establishes a public good oracle infrastructure that serves the entire ecosystem and beyond. Comparable systems in traditional enterprise environments would cost up to millions in development. By leveraging reusable public data, frameworks and standards, this project reduces future development costs and accelerates innovation across both the humanitarian and blockchain sectors.
And this is just the beginning. As more partners and stakeholders join the initiative, the impact wil scale even more.
Integrating WFP’s pricing data enhances the functionality of existing blockchain projects, improving data reliability and decision-making across diverse applications. This strengthens the capacity to deliver real-world impact in areas such as microfinance, supply chain transparency, agriculture commerce and early warning systems - all aligned with the UN Sustainable Development Goals.
