Prologue
Indonesia is the largest market in South East Asia, known for its great archipelago, this society always adapts to the developed country’s financial and fiscal policy. Recently, Blockchain has emerged and entered the market, some confusion occurred, although the regulatory framework of Indonesia does not clearly state all aspects, the market is still on the move. As Cardano Community, we see this as an opportunity and strength, where the Indonesian government supports the blockchain activity, even more, the top university of MBA ITB Alumni Associate (ITB Alumni Association, Master of Business and Administration Study Program) also adopts the hierarchical structure of IntersectMBO.
What’s the expected benefit? I happened to see if Cardano projects abroad can swiftly operate in other countries, while that can happen here as well, visibility is something we need to increase.
**How? **The only thing is to make a good relationship between the education sector and government. This will be naturally a non profit direction, but after the graduates get their degree, the business will start to roll. Indonesia happens to be very dependent on educational phases. The maturity of everyone’s still monitored through this way.
I have followed and kept an eye on Cardano since 2021, where everyone was still very early and saw that NFT is very happening. Even though not everyone understands about the Voltaire era, I saw the practical way everyone really talks and discusses about it these recent years. The Cardano Governance is on the move, it needs people participation and not just wallet users/ ADAholder. The governance needs equipment from each region's participation, and this proposal could help more than that. So, besides the trend changing occurs in Cardano Ecosystem, as well as the market interest in blockchain, where everyone is getting tired toward local grants, but they are forgetting the decentralized concept of blockchain itself. The Cardano ecosystem answers that to Indonesian users. They questioned how the underlying asset came from cryptocurrency, but the existence of Cardano governance is not giving them the answer they want, instead, the governance itself gives a new perspective that if everyone contributes off and Onchain. In order to make this as national needs scale, we are going to prepare publications, as we hold the master degree that allow us to do so, plus we are active community members for Indonesia Town Hall, Cardano Hub Indonesia, Cardano Woman Indonesia, and diversity of Cardano Communities that covers: Surabaya, Bandung, Jakarta city.
The research itself will speak to the alumni as audience, universities, and widely spread to blockchain communities in general, where everyone takes consideration if they are able to operate Cardano Blockchain Technology in Indonesia, or even accepting the abroad entities which potentially we can see as the right momentum. In order to do so, we are engaging Government sectors. We learned that engagement should have legit and affirmative evidence that is acknowledged by key actors.

and financial references from previous publications and interviews with university lecturer and gather the informations to get:
Widely spread the findings to further add more participation from the internal Catalyst ecosystem, we also plan to engage several Funded Projects to test the pre final and final result of research, if this makes abroad Cardano projects enter the market easier or still have some obstacles but minimum. In regards, the Indonesian status/ metadata will be Fit and Proper.
On the other hand, the local Cardano communities and blockchain communities in general will also benefit by how easy it will be to start Cardano projects through our Operational Guideline and Handbook for the government official. We are deciding on some form of communication that could differ and pull their interest based on culture and avoid biased understanding regarding meme token and price action/profit oriented only, therefore, the Cardano Ambassador can participate in this project in the future as well.

Our Output metric will focus on the communication channel based on Research in the form of:

The Whitepaper will consist of blockchain communication, with guidance and possible language for regulator and institutional, business actors and getting their github and website to make an official representation toward government officials as well. Thus with the clarity of major projects created, the document will be ready and used by all business actors and startups, encouraging both newbies and startups for the Cardano ecosystem.
Operational Guidelines will get their main content based on Developer mode, and startups that would like to focus on Catalyst Projects and equivalent, as long as in the Cardano ecosystem. This quick access to the Indonesian market has been proven, and we contributed as winners from previous funds. The Operational Guidelines will make a general and several specific niche that will cover the aspect of unready and ready projects to market in Indonesia. Potentially, the catalyst funded projects could enter the market and operate easier and aligned with regulation, even custom mode to get their benefit more fit to the market.
Academic Paper/Publication as our next output will be highly anticipated by the whole alumni ecosystem, even encouraging more thesis and final projects of the students, this will enhance students and alumni visibility, to make a decision whether the Cardano blockchain is an opportunity and having its own governance nurtured.
Digital Handbook is a form of public communication, with easy language and steps to call to actions, where everyone can get this easy through legit platforms, even it will be posted to available Cardano projects. This handbook will help the local users to get their first hand Onchain and understanding without any more defect or any effort of middleman issues, the trending situation for developing countries.

How does the cost of the project represent value for the Cardano ecosystem?
The value for money of our proposal is considering human resources and dependence on them, while the activities are still indicative from Project Milestones, the expected outcomes from the project can be seen through our evidence for each milestone.
Research & Whitepaper v1 (inclusive and transparent ecosystem)
The first milestone will require us to publish PDF as the effective way to communicate the research to academic needs, while the website creation only take a little portion of this activity, this website will be used for putting the Github and also a space to review the Whitepaper, which we decide to get initial feedback from Government actors, private sectors, lecturers, equipped with limited time bounty. Not wasting any time, we also conduct a personal and individual approach through interview and FGD workshop that will collect more information necessary to get the decision making process and chase the “Fit and Proper” status for the Indonesian Government parameter. The expected output itself will communicate and start the narratives on Alumni associations as it will be widely spread toward the first alumni generation to the 70th generation. The effect of our activity on the first milestone covers each other's team work and goes out to the field practice.
Community Validation & Academic Paper (A quality and decentralized meaning)
To make more credible mechanisms and help projects onboard, even the government will notice that our mechanism and methods will make easier relations between business actors and those who want to go for blockchain adoption. We will have another updated version for the research, in which will be communicate through several form: Operational Guideline, Academic Publication based on Fanny’s degree, and Github creation to make a proper and developer friendly meaning, this github will be used to showcase all Indonesian Cardano Communities and ADAholders. This phase will also cover our activities to start engaging the Lifelong Learning platform of MBA ITB, while updating the Github with version 2. The reason we do this is to make regenerative and up to date information, once everyone’s already reviewed, they will be able to contribute to it. There will be cost based from consulting and doing engagement, while we also require a budget to approach the Indonesian Government to do it. In fact, no one ever did a kind of activity that is very fundamental and needed by the specific chain. Not just that, the team will engage the Cardano developer to get more updated information and which one is able and unable.

A multiple signed documents by lecturers and developers, as well as affirmation from government bodies will encourage the contents, while we also chase for the on chain activities for the community, new and existing through Book.io , and any other relevant sources that enable us to put our works locally, especially for Bandung, Jakarta, and Surabaya city. The Lifelong Learning platform of the MBA ITB will be our first integration toward the whole ecosystem. This Research will be ready for abroad projects and tested by the Funded Proposers from previous funds through a motive of collaboration and cooperation model. The local business actors will be ready to engage OJK( Financial Services Authority ) with their minimum friction and different interpretation with the use of our Research. The very first tool from the Community side and academically sufficient and tested.
Adoption & Ecosystem ( global outreach and can be used locally as well )
A logical sense to target some amount of Onchain activities through key actors that will potentially become business owners and DReps, while we expect their interest to be SPO as well. This milestone will focus on promotion and escalation of marketing activities, in which it will be spread and communicated effectively through 4 models of documents.
Based on our 4 Milestones; we acknowledge that the use of funds distribution percentage to a constant of 25% for each milestone, which reflects that the project’s resources sustainably get the best allocation by having both internal activities and keep engaging key actors and also marketing focus. We justify that the cost of the project’s outputs align with the market condition, and the effect to be expected from Academic Publications with a quality of accredited and top university, while having networks with potential business actors and government regulation being monitored and encourage more users to participate on Cardano network and ecosystem.
