Team

This project is led by the World Food Programme (WFP) in collaboration with technical, integration, and ecosystem partners. The team combines humanitarian domain expertise, global data operations, technical blockchain capability, compliance governance, and direct experience deploying digital solutions in emerging markets.

Lead Organization: World Food Programme (WFP)

WFP will serve as the project lead, responsible for strategy, governance, data publication, compliance, and coordination with institutional stakeholders, country offices, and humanitarian partners.

  • Suzana Moreno- Project Director. Leads overall delivery, strategy, and stakeholder alignment. With more than a decade in public-sector digital transformation (Brazilian Development Bank) and experience managing blockchain initiatives at the WFP Innovation Accelerator, she brings deep expertise at the intersection of humanitarian systems and emerging technology.
  • Angela Diperna- Data Lead. Economist with a background in development economics, based in Rome, Italy and working at WFP since 2019. Responsible for maintaining WFP's global food price database and supporting evidence generation and data-driven decision making in support of WFP's operations.
  • Cristina Segarra- Partnerships Lead. Responsible for partnerships, onboarding, and communication. Experienced partnership builder managing government, private sector and research collaborations, driving UN funding growth, stakeholder engagement and strategic negotiations internationally successfully.

WFP Technical Team

  • Technical Data Lead (1 specialist): Responsible for data modeling, validation, API alignment, and governance integration with WFP systems. The team includes economists, system engineers, and quality specialists with 15+ combined years managing WFP market datasets.
  • Blockchain Development (1 developer): Specializing in Plutus and Aiken smart contract development, oracle architecture, IPFS integration, and on-chain verification standards. The team has more than 20 combined years building on Cardano and other blockchain environments.
  • Project Management (1 specialist): Ensures milestone delivery, reporting, and alignment with humanitarian processes using agile project delivery practices tailored to innovation inside public-sector environments.

Ecosystem Integration Partner: ELK (ELKsconnect.com)

ELK will lead ecosystem coordination, ensuring that WFP’s oracle is successfully integrated into existing Cardano solutions and tested against real use cases.

Yoram Ben-Zvi: Integration & Coordination Lead

Responsible for mapping ecosystem capabilities, partner onboarding, and ensuring technical feasibility across multiple integration pathways.

Integration Team (3 specialists)

Focused on implementation, testing, developer support, and community adoption. Their experience includes API integration, business development, and developer ecosystem enablement.

Strategic Partnership and Deployment Network

The project benefits from established relationships with:

  • Government and agencies connected to agriculture, digital governance, statistics, and earth observation.
  • UN country offices providing localized operational support, stakeholder alignment, logistics, and policy coordination.
