Describe what makes your idea innovative compared to what has been previously launched in the market (whether by you or others).
Our solution introduces the first unified governance environment where temp-checks, on-chain governance actions, discussions, rationales, notifications, and AI-assisted proposal analysis all exist in one integrated platform. Existing tools fragment the governance workflow across multiple sites and interfaces, creating friction for voters and DReps. Tempo provides a strong temp-check experience and GovTool supports on-chain voting, but neither offers a complete end-to-end governance process in a single system, nor the ability to aggregate discussions, rationales, real-time notifications, and AI-driven insights in one place.
Cexplorer already runs a full passive governance implementation, indexing all DReps, votes, governance actions, constitutional committee data, and rationale hashes. Building on this foundation allows us to innovate significantly faster: we add temp-check simulation, full proposal review interfaces, conversation threads, rationale indexing, bulk voting, and automated AI summaries without rebuilding core indexing logic.
The novelty comes from unifying governance participation into one seamless workflow—> review, discuss, vote, justify, store rationales, and analyze outcomes nstead of expecting users to jump between different tools. AI-powered review further distinguishes this platform by dramatically improving the accessibility and speed of governance decision-making saving DReps and CC members a lot of time and freeing their hands from manual researching.

Describe what your prototype or MVP will demonstrate, and where it can be accessed.
The MVP will demonstrate a fully functional governance dashboard where Cardano users can evaluate temp-checks and real on-chain governance actions through a single interface. Users will be able to:
– open a governance proposal page
– read the proposal, linked documents, and metadata
– view and write comments
– read DRep and CC rationales fetched from IPFS
– cast simulated temp-check votes
– cast real on-chain votes through connected wallets
– write and submit rationales
– test UI for bulk-voting preparation
– see AI-generated summaries, risk flags, and proposal analysis
The goal of the MVP is to prove that governance can be made dramatically more usable, fast, and transparent, while maintaining full compatibility with CIP-1694 and on-chain requirements.
The MVP will run publicly on a dedicated site of Cexplorer and in later stages will merge directly into governance tab on the main site. All functions will be open for community feedback. The interface will be available in read-only mode without loginand full functionality (temp-check voting, rationale submission, bulk voting) will be enabled once a user connects a wallet.
This demonstrates the full governance lifecycle from evaluation to discussion to decision - operating in a single, coherent product.

The project delivers a unified, end-to-end governance platform inside Cexplorer that supports temp-checks, on-chain governance actions, discussions, rationale storage, bulk voting, and AI-augmented review. Today, governance activity is fragmented across GovTool, Tempo, spreadsheets, Discord discussions, scattered rationales, and multiple UX patterns. Our solution brings everything into one coherent interface that already has a large, active user base.
The platform extends Cexplorer’s existing governance infrastructure with:
• Temp-check simulation identical to on-chain voting (Yes/No/Abstain).
• Full support for governance actions, with the same voting UX as DReps use on-chain.
• Built-in discussion threads, with automatic ingestion of DRep and CC rationales stored on IPFS.
• Bulk voting, allowing users and DReps to review multiple proposals, prepare votes, and submit all decisions efficiently.
• AI analysis, which summarises proposals, highlights unclear areas, detects duplicates, and explains key risks so voters can process proposals faster and more confidently.
• Notification engine, alerting users to new votes, rationales, version changes, or threshold-relevant activity.
Everything is available through a single interface, hosted on Cexplorer.io, with an API for external tools. The result is a reliable, scalable governance hub that improves decision-making quality, transparency, and participation across Cardano.

The platform directly strengthens Cardano’s governance participation, transparency, and execution quality. By merging temp-checks, governance actions, discussions, AI analysis, and rationale indexing into one environment, we remove friction that today discourages voters, casual users, and even DReps. This increases the number of informed participants and improves the quality of submitted decisions.
The solution also reduces ecosystem fragmentation. Instead of navigating several partially funded tools, users gain a stable, long-term governance hub maintained by an established infrastructure team that has delivered Cexplorer for years. This continuity matters: governance tools must be reliable beyond a single fund.

The team combines:
• Engineering and backend architecture => deep experience with Cardano node integrations, chain indexing, reward logic, governance schemas (CIP-1694), and high-performance API design.
• Frontend and UX design => the recently rebuilt Cexplorer front-end demonstrates the team’s ability to produce clear, scalable interfaces for complex datasets.

Later milestones cover backend integration, governance workflows, rationale indexing, discussion systems, notifications, AI summarization, bulk voting, and the production launch, which are more complex and therefore allocated a higher share of the budget.
