Dvoting System in Brazil

Develop a platform using Atala Prisma that citizens can use to present bills and vote on other popular initiative bills.

The population in Brazil (literally anyone) can send bills of popular initiative to the Chamber of Deputies. The Federal Constitution requires the signature of one percent of voters, distributed across at least five states of the Federation. In each of them, it takes at least three tenths of the voters. 

The big problem is because there is no public and transparent database where voters could submit their proposal or browse among other proposals, see which proposals were presented or even contribute with a different proposal, this does not exist, the government does not have these features, it has a very archaic website with a PDF where you'll collect people's paper signatures, which makes everything more difficult and bureaucratic.

The idea would be to build a platform that uses Atala PRISM DID, through this platform, Brazilian citizens could submit ideas or contribute with ideas already presented. Bills with verifiable and auditable blockchain signatures will leave the government with no way out. We are talking about a platform for 211 million users, the current Brazilian population. In the future, this platform could be used for plebiscites, referendums or even elections through universal suffrage, and could be adapted to other countries.

We would like to build a pool associated with this platform, fees collected from the pool would be directed to a Maintenance and Development Fund, we would also like to establish an incentive paid in ADA for people who are able to submit and pass bills.
