JP Regional Revitalization Project（通常　キッタム提案　その２）

に強く関連したプロジェクトです。提案者はRanketとなりますが、実務に関してはMakoto Haradaさんと連携をとります。また、資金提供先は、Kittamuへの参加者がメインです。

本提案では、小規模でも地方特産品の販売において、（一部でも）ADA払いを受け付ける。もしくは、NFT保有でディスカウントや特典など、ADAホルダーにとってメリットとなる付加価値をCatalyst調達予算によって実現し、ADAホルダーによる地域経済の活性化を目標としています。

具体的には、徳島県吉野川市の特産品である梅酒および、新規にプロジェクトで試験製造されるブロックチェーンで製造過程が追跡された梅酒の販売促進となります。

可能であれば、その他の特産品についても同様の展開をします。

あくまで販売補助となるため、実際に経済を回すのはADAホルダーの皆様です。

本プロジェクトでは、そのために生じる税金問題や価格変動問題に対する資金援助と、ADA払いを受け付ける際にデメリット克服について、ADAホルダーが販売を開始するという方法で解決します。

まず、ADAを含む仮想通貨払いについては、大きく分けて３つの問題点があります。

１つは、税金問題であり、単純にADA払いによる税金が現金やクレジットカード払いよりも高くなってしまう可能性です。これは、日本の税金制度特有の問題です。この問題に関しては、税制の変更、もしくは、特区認定による解決が望まれますが、すぐには解決できないでしょう。

しかし、ADA払いを含む仮想通貨による支払い利点がクローズアップされなければ、そもそも議論すらされないため、ジレンマが存在します。そこで、本提案では、試験的にカタリストによる資金提供で税金損失分など、現在の制度における税金その他の問題による損失補填を行います。

２つ目の問題が、相場変動問題です。仮想通貨はボラティリティが非常に大きいため、価格変動リスクを嫌う販売業者は、仮想通貨払いを受け付けることをリスクと考え、仮想通貨を受け取ってから現金化までのタイムラグを問題にします。

この問題については、トランザクションスピードによって解決できると考える人もいますが、XRPのODLやATOMのCOSMOSなど特殊な方法でないと成立できません。

そこで、本プロジェクトでは、カタリスト調達資金を先に協力してくれる販売事業者の方に配布します。その後、取引所にADAを置いておいた状態で、ADA払いが行われた瞬間に同量のADAを売却します。一種のアービトラージ取引に近くなります。

販売事業者へのコスト負担とアービトラージによる価格変動リスク消失。

この二つを行うことにより、ADA払いを促進します。

将来的には、ADA自体の価値を普遍的なものであるととらえ、そして、ADA払いを受け付けることによる利益が、手数料等よりも優れている。効果的な宣伝手法だと認知されれば、カタリスト資金なしでの実現が可能であると考えます。

しかし、現在ではその最初の一歩を後押しする資金調達とコミュニティの支援が必要です。

■Why did we start this proposal?

現在、日本におけるADAのユースケースは限られています。日本の税制は仮想通貨使用のメリットを大きく制限しています。一方で、地方における経済活性化は地方自治体の死活問題になっています。ADAを実際に使うという目的のために、カタリスト調達予算を利用して税金負担や広告効果のための割引を実行します。

これにより、ADAホルダーはADAを使用して買い物を楽しむということができます。地方自治体は、地元住民の経済活性化により、新たな税収を期待できます。さらに、経済活性化は人口流出などの抑止力になります。この経済循環のために必要な経済力をADAホルダーから得ることは効率的です。

In addition, ranket will not receive the fund directly.

This proposal realize the acceptance of ADA payments for the sale of local specialties. Alternatively, we are aiming to revitalize the local economy by ADA holders by realizing added value that is beneficial to ADA holders, such as discounts and benefits, with the Catalyst procurement funding.

we will promote sales of plum wine, which is a special product of Yoshinogawa City, Tokushima Prefecture, and plum wine whose manufacturing process has been tracked by a blockchain technology that is newly manufactured on a trial basis in the kittamu project.

If possible, we will do the same for other specialty products.

Since it is a sales subsidy to the last, it is the ADA holders who actually turn the economy.

In this project, ADA holders will start selling to solve the problems of tax and price fluctuations caused, and to overcome the disadvantages when accepting ADA payments.

There are three major problems with cryptocurrency payments, including ADA.

One is the tax issue, which is simply the possibility that ADA payments will be higher than cash or credit card payments. This is a problem peculiar to the Japanese tax system. It is hoped that this problem will be resolved by changing the tax system or by accrediting a special zone, but it will not be resolved immediately.

However, there is a dilemma because if the benefits of cryptocurrency payments, including ADA payments, are not highlighted, they will not even be discussed in the first place. Therefore, in this proposal, we will make up for losses due to taxes and other problems in the current system, such as tax losses, by funding by catalysts on a trial basis.

The second problem is the market fluctuation problem. Since cryptocurrencies are extremely volatile, sellers who dislike the risk of price fluctuations consider accepting cryptocurrency payments as a risk, and the time lag between receiving cryptocurrencies and cashing them becomes an issue.

Therefore, in this project, the funds raised by Catalyst will be distributed to the sellers who will cooperate first. After that, with the ADA on the exchange, the same amount of ADA will be sold at the moment the ADA payment is made. It's closer to a kind of arbitrage trading.

By doing these two things, we will promote ADA payment.

In the future, the value of ADA itself will be regarded as universal, and the benefits of accepting ADA payments will be superior to fees and the like. If it is recognized as an effective advertising method, I think it can be realized without catalyst funds.
