[IMPACT]

Creation of an app that supports a decentralised early warning system to promote human security, identifying different threats and opportunities and providing agile responses.

Human security is a people centred approach based on the perceptions of individuals and communities about what makes them insecure. Human security seeks to protect three basic freedoms:

• Freedom from fear: protecting people from threats directed at their security and physical integrity.

• Freedom from want: Ensure that people’s basic socio-economic needs are met, empowering them to realise their potential and pursue productive projects.

• Freedom from indignity: Upholding human rights, ensuring legal protection, the rule of law and enhancing of human welfare empowering people to make choices and seek opportunities.

These three pillars are at the heart of the Sustainable Development Goals and reflect some of the concerns expressed by economist Hernando de Soto regarding the need to strengthen the social contract between the state and its citizens.

While this concept has broad support among scholars and policy makers as a useful framework for the construction of peaceful and prosperous societies, one difficulty is how to go from theory to practice and make human security operational. Blockchain technology can provide a solution to this problem articulating people's voices and reflecting their perception of security threats at different levels.

A key challenge to address is how can security priorities be defined through an inclusive bottom up approach, which effectively aggregates the different perceptions of individuals about significant threats to their security. An additional problem is how to mobilize effective actions to manage the identified risks.

While there are some early warning systems, these tend to be very centralized, state-focused and highly bureaucratic. These factors hinder their effectiveness.

Blockchain technology can contribute to solve these problems by creating a decentralized system for identifying risks and mobilizing rapid responses. This would favor a truly collaborative approach among different stakeholders to work together in implementing quick and effective preventive strategies to uphold human security.

Ushahidi: An open-source software with the intent of strengthening communities, empowering users to rapidly and purposefully gather, analyze, respond and act on data and information.

ECOWARN: an observation and monitoring system for conflict prevention and decision-making developed by the Economic Community for West Africa , ECOWAS

Early Warning System of Colombia’s Ombudsman office, SAT: SAT identifies and assesses situations of risk for civilians derived from the armed conflict. It informs relevant authorities about possible massive human rights violations.

In the first phase of the project, which is the one this application referes to, there is no significant risk. Some challenges may arise related to the technological viability to develop the idea.

[FEASIBILITY]

This project is divided in five stages:

1. Strategy

Do a needs assessment and define the strategy for evolving the idea into a successful app.

• Consultation with different stakeholders (governments, civil society networks such as GPPAC, EPLO, INGOs like Peace Direct, International Alert, and others, local grassroot organizations, Universities, scholars, practitioners, business sector representatives, UN Human Security Unit, UNDP Peace and Development Advisers and other actors).
• The monthly reports will reflect the conclusions from the consultation.
• Strategy sessions
• Strategic document developed will be open and available to the Cardano community
• Validation of strategy document with different stakeholders and with the members of the Cardano community

 2. Analysis and Planning

• Viability analysis for translating the strategy into an app using the scrum methodology
• Defining use cases and capturing detailed functional requirements.

3. UI / UX Design

Work on the app’s design to deliver a good and intuitive user experience and a polished look.

4. App Development

• Define the technical architecture
• Pick a technology stack
• Define the development milestones

5. Testing

Ensure comprehensive QA testing of the app, preparation of test cases that address all aspects of app testing.

This proposal is to develop the first two stages of the project: 1) Strategy development, 2) analysis and planning.

For the development of the first two stages of this project we will require:

• Two specialists in conflict and political legal issues with more than 10 years experience. These two specialists will develop the work plan and will be in contact with the scrum cell for the technological development. Cost per month US$2.500.00X2X4: US$20.000.00

• A scrum cell contracted with a company for the development of a medium complexity app in the two initial stages of the project.

This scrum cell will have following team:

1 Product owner ; 1 scrum master; and the following developers: 1 data data engineer, 1 backend engineer, 1 part-time frontend engineer, 1 documenter and 1 professional graphic designer. It will be initially developed in android. This will have an approximate value of US14.000.00

Darynell Rodríguez Torres is an international relations specialist and a conflict prevention and conflict resolution adviser. He is the former Executive Director of the Global Partnership for the Prevention of Armed Conflict, GPPAC, a member-led network of organizations active in the field of conflict prevention across the world. He has broad experience conducting conflict analyses, political risk assessments and articulating multi-stakeholder processes.

He has held different positions in the public and private sectors, as well as in multilateral regional organizations. He has been political risk analyst and public policy consultant for prestigious European consultancy firms. He has written several articles and contributed to edited volumes on conflict prevention.
