This is a non-technical proposal, it does not involve code. However, the output results of our project will be published on the cardano.vn website. It is fully open to the community.

[METADATA] Horizons

[SOLUTION] Please describe your proposed solution

• First, we want to clearly state that our proposal is not directly related to IOG. This is a solution that our team implemented for the Cardano Vietnam community.
• The Cardano Vietnam community is very large. However, in-depth research papers in English and with many specialized terms are a huge barrier for the community. The Cardano community in Vietnam has difficulty accessing papers about Blockchain and Cardano in English.
• We are a team with translation expertise and experience. We have had experience researching the Cardano Blockchain since 2017. Since fund 7, we have translated videos on Charles Hoskinson, Input Output, and Cardano Foundation youtube channels into Vietnamese. We have translated many documents and posted them on the cardano.vn website. Our products receive great support from the Vietnam Cardano community.
• As of September, 2024, there have been 226 research papers published here. Within the scope of our proposal in Fund 13, we will translate 90 research papers into Vietnamese and post them to the cardano.vn website to create a knowledge library for the Cardano Vietnam community.
• In Fund 11 we were funded to translate 45 documents into Vietnamese, in Fund 12 it was 75. In addition, the number of documents that we translated completely free of charge was 13. So if we complete this proposal, we will complete 223 translations for our library. We have not been able to complete 226 translations because there are some documents that we cannot see the original documents.
• Our solution will help the Cardano Vietnam community have one more official source of information. We will build a long-term knowledge library for the community. This is an important solution because in Vietnam there is no team to translate these research papers into Vietnamese, language is still a big barrier for those who want to learn in-depth about Cardano. We believe our solution will help the current and future Cardano community, it will help the Cardano Vietnam community grow stronger and better.

[IMPACT] Please define the positive impact your project will have on the wider Cardano community

• This is a non-technical proposal. We will create translations to provide official knowledge to the community. We will help make information about Cardano more known to the Vietnam community. Through this proposal we will attract more members to join the Vietnam Cardano community.
• Our proposal is also a way for us to build community. We have been building the Cardano Vietnam community for many years. Our Telegram group has more than 2700 members, our youtube channel has about 20600 subscribers.
• Our proposal will help the Vietnam Cardano community access official knowledge easily. This knowledge will create positive impacts for the community. For example, when reading the research papers we have posted on the cardano.vn website, the Vietnam Cardano community better understand Hydra, Proof of Useful Work, Ouroboros Leios, Minotaur, Kachina and Djed,... By learning these insights officially, the Cardano Vietnam community will clearly understand the superiority of Cardano compared to other platforms.
• We measure project success here. When accessing this link, people will know how many research papers are being translated? How many research papers are waiting to be translated? And how many research papers have been completed?
• We will share the project's output at the cardano.vn website. This is a website where you can learn a lot of information about Cardano.
• We will continue to leverage the output of this project. Specifically, we will create livestreams via Zoom to share knowledge related to these documents. You can follow the details of this proposal in Fund 13 here.

[CAPABILITY & FEASIBILITY] What is your capability to deliver your project with high levels of trust and accountability? How do you intend to validate if your approach is feasible?

• We have been translating Videos on YouTube channels of Charles Hoskinson, Input Output, and Cardano Foundation for more than 2 years. We are members of the "Reward for Community Translators" project funded in Fund 7. Our project is completed (here is our close out video), however we continue to operate and create quality products to send to the Vietnam Cardano community. You can see a list of the free translation video here, they have code that starts with "Fr". This shows that we are very trustworthy and responsible, and we are fully capable of completing the project "[CaFi] Peer-Reviewed Technical Research Paper Library for the Vietnam Cardano Community".
• We are also a member of the "[Fimi] CatalystTalk for Vietnamese" proposal funded in Fund 10. We have had 6 Talk sessions sharing content related to Catalyst for the Cardano Vietnam community. In addition, we have video tutorials related to the stages in Catalyst. You can watch our videos here. Although we have completed this project (this is our project close-out video), we still have 2 Talk sessions to introduce Catalyst Fund 12 to the Cardano Vietnam community. • We have completed the proposal "IOG Reasearch Paper Library for the Cardano Vietnam community", here is our close-out video. With this proposal, we have translated 45 documents into Vietnamese. In addition, we are a member of the proposal "[CaFi] Peer-Reviewed Technical Research Paper Library in Vietnamese version". With this proposal, we will translate 75 documents into Vietnamese. We have now completed milestone 2. You can see our report here. We expect to complete this proposal in December 2024.
• Individual contribution: Tu Nguyen translated 198 videos into Vietnamese, corresponding to about 5024 minutes. The videos have been posted on our youtube channel to update information for the Vietnam Cardano community. You can see those contributions here.
• We already have experience in managing project money because we have completed 2 project in Fund 10, and Fund 11. And we also have a project funded in Fund 12. After receiving funding, our money management steps are as follows: The project manager will manage the funded amount. The translator selects research papers to translate. After this research paper is translated, the reviewer will review and post it on the cardano.vn website. Then, we will compile statistics and pay rewards to translators and reviewers.
• We have anticipated some risks and have mitigation solutions as follows: Risk 1: In research articles, there are specialized terms that can create confusion for readers. Our solution: Our project team is experienced people who will review translations before sending them to the community. Risk 2: In-depth research papers will have few people interested. Our solution: We have another project in Fund 13, you can see the details of this project here. For this project, we will create knowledge sharing sessions on research papers published by IOG.

[VALUE FOR MONEY] How does the cost of the project represent value for money for the Cardano ecosystem?

• Our project only has 2 types of costs: translator reward and reviewer reward. Through the process of implementing our proposal Fund 11 and Fund 12, we found this is a reasonable cost of our project because it is only equivalent to the cost of normal document translation in Vietnam. You can refer to the translation costs of Tomato Vietnam Co., Ltd. here, the cost of English - Vietnamese translation for normal documents is about 2.5 USD to 5 USD per page. While the translation cost of our project is about 3.6 USD per page. Our project funding will create benefits for the Vietnam Cardano community.
• We decide the project's budget based on the following factors: First, this is an in-depth research paper on Blockchain, so we need a team of staff with extensive experience in translation and good understanding of Blockchain. Furthermore, the content of these papers contains many mathematical formulas, tables and symbols. Therefore, we need more time to complete the job than translating regular documents. Second, we base this on the translation cost we calculated in our proposal "[CaFi] Peer-Reviewed Technical Research Paper Library in Vietnamese version" in Fund 12. Our translation budget in Fund 12 is 9 ADA per page. Therefore, we find it reasonable to request a translation cost of 9 ADA/page for this proposal in Fund 13, which is just about 3.6USD/page with an ADA price of 0.4 USD on September 27, 2024. Finally, we have built quality information channels over the years, which is a factor that helps us save marketing costs for this project.
