Cardano's Voltaire phase and CIP-1694 introduce complex, high-volume governance proposals. Manual evaluation is inefficient and error-prone, causing delays and bottlenecks that limit platform growth.
This is the total amount allocated to AI-Powered Governance: Streamlining Cardano’s Governance with Multi-Agent system.
We develop and launch a set of AI agents to evaluate proposals, enhance efficiency & showcase Cardano’s blockchain-AI leadership. Working with Cardano Foundation we already developed a MVP.
The AI agents we are building utilise third party AI Services, specifically LLMs such as GPT by OpenAI, Llama (open source, by Meta) and Mistral (open source, by Mistral AI). Utilising these services allow for rapid development of PoCs. But we don’t rely on any single provider as we have redundancies and can easily replace them.
Also, for the final production agents, they can operate using different LLMs. Allowing users to determine their own preferred provider and even consider distributed LLMs or on the other end of the spectrum locally, self-hosted models.
The same holds for the hosting of services. Currently, for speed we are using cloud services such as Google, AWS, Runpod. Those services can be easily migrated to other platforms should the need arise. For final production also certain web3 / distributed hosted solutions could be considered. And again users could decide to run services locally.
The space of AI agent development is quickly evolving. Depending on requirements we use different open source tools, libraries and frameworks such as LangChain, FAISS, Pinecone for data storage, Hugging Face Transformers as a main source of new models, FastAPI to serve LLM as API services.
None of the above organisations can cause significant delays as we have redundancies in place. Also, our AI Agents can work within the status quo of those services. We don’t require advances or new product releases from these organisations.
That being said, new and more powerful models and services can quickly be integrated with our agents. Allowing us to benefit from new and more advanced capabilities in order to speed up our development or build more powerful agents.
All key outputs will be open source, including the AI agent modules, knowledge graph architecture, and sub-modules for governance proposal evaluation. The system will be designed to encourage collaboration, enabling future agents or tools to be integrated into the system easily. Elements like the Knowledge Graph, sub-agents, and reasoning models will be open for community contribution and adaptation. Open source licensing will likely follow the Apache 2.0 or MIT framework to allow for broad collaboration and usage.
Problem Perception
With Cardano entering the Voltaire phase and implementing CIP-1694, on-chain decentralised governance mechanisms are significantly updated. This introduces governance actions proposed by Cardano users and incorporates voting processes, greatly increasing decentralised decision-making. However, this growing complexity and volume of proposals, including parameter changes, treasury withdrawals, and more, are putting a strain on existing governance procedures and the entire Cardano ecosystem.
Manual evaluation and analysis of all these proposals are inefficient, prone to human error, and lack scalability. This leads to delays, bottlenecks, and suboptimal governance outcomes, limiting the platform's growth and scalability. To maintain the integrity, transparency, and efficiency of decentralised governance, there is a clear need for automated, scalable solutions to aid in governance processes and keep up with the increasing demand.

Collaborating with the Cardano Foundation and stakeholder groups, we are leveraging our existing, fully functional AI products to develop a suite of agents that automate and enhance the evaluation of governance proposals within the Cardano ecosystem. Our approach focuses on efficiently adapting our existing AI products to meet the specific governance needs of the Cardano ecosystem. By building upon proven technologies we've already developed and deployed, we can deliver a robust suite of AI agents with minimal development risk and accelerated timelines.
We begin with the Cardano Constitutional Examiner, an MVP built together with the Cardano Foundation is already fully operational and deployed (https://proposal-examiner.cardanofoundation.org/). This agent assesses governance proposals for alignment with the Cardano Constitution, allowing users to input proposals and receive detailed compliance reports. Its readiness demonstrates the feasibility and practicality of our solution.
Building on this foundation, we are adapting our other existing AI products to develop the additional agents required for comprehensive governance support. The DRep Aid: Vote Proposer Agent, Sentiment Analysis Agent, and News and Context Analyzer Agent are built utilising technologies we have already deployed on other platforms. Today, with our app ELANN.AI (google, apple) and the Griffin AI Agent Playground we reach over 350’000 users. These platforms incorporate advanced multi-agent systems for tasks like news scraping, summarization, translation, and sentiment analysis—all of which are critical functionalities for our governance agents.
Additionally, we are developing the Autonomous DRep Agent, which will interact directly with the Cardano blockchain to execute governance votes on behalf of users. The transaction execution logic required for this agent already exists in our AI agents that today interact with Ethereum mainnet and various L2s (Transaction Execution Agent - Vesper). We will optimise these capabilities for Cardano, ensuring secure and efficient on-chain interactions.
Throughout this process, we are collaborating closely with the Cardano Foundation and stakeholder groups to ensure our agents align with the community's needs and priorities. By engaging with these stakeholders, we can refine agent functionalities based on direct feedback, enhancing their relevance and effectiveness.

Acceptance Criteria: Vote Proposer generates actionable vote suggestions based on predefined criteria, while the Sentiment Analysis Agent provides near real-time sentiment analysis data to enrich decision-making processes.

Deliverable: Context & News Analyst (web-service)
Description: Development of the Context & News Analyst agent that scrapes relevant news, social media, and forums for context on governance decisions. This will provide background insights on current events, technological trends, and community discussions.
Acceptance Criteria: Context & News Analyst successfully aggregates and integrates news into governance decision-making processes, providing up-to-date reports and sentiment-driven insights.

Deliverable: Enhanced Constitutional Proposal Examiner (Version 2, web-service and API) + PoC of Autonomous DRep (web-service with ability to sign vote transactions on behalf of token holder)
Description: Further development of the Constitutional Proposal Examiner with advanced reasoning capabilities. Additionally, the first PoC of Autonomous DRep will be developed, which includes vote-signing functionality based on token holder preferences.
Acceptance Criteria: Enhanced reasoning for the Constitutional Examiner with step-by-step analysis and second-order consequences assessment. Autonomous DRep securely signs and executes governance votes using token holders' wallets.
