I. Current situation & Reasons for approach
1. The reality of Excess quantity - Deficiency of nutrients: The Vietnamese Cardano community is considered the most vibrant in East Asia, but there is a large knowledge gap:
Background knowledge gap: Newcomers lack proper training programs, leading to misunderstandings about Cardano's technology and potential.
Lack of depth of discussion: Current communication channels (Telegram, Facebook) are often opaque, unstructured, and do not allow for in-depth technical or governance discussions.
2. Reason for action: We - FIMI team, have experience in successfully managing projects from Fund 7 to Fund 12,the community needs one Edu-Hub (Education & Connection Center) concentrate, where workLEARN (Course) and ACTION/DISCUSSION (Cardano Talk) complement each other, forming a closed circle that helps maintain long-term engagement.
II. Perception & Approach to the Problem
We buildCardano Vietnam Edu-Hubaccording to the solid model:
1. Education: Organize 02 Blockchain courses completely free. Going from basic thinking to application programming, providing solid roots for participants.
2. In-Depth Dialogue: Maintain a series of 12 sessions Cardano Talk (Online) monthly. This is where the branches grow: breaking news updates (Hardforks, CIPs), trend analysis and Q&A.

The project is designed to cover the entire life cycle of a community member:

We have built a “closed loop” implementation process to ensure the Edu-Hub project runs smoothly from day one:

Online: Licensed Zoom platform and Telegram channels are available to support students and livestream events.
Offline: Established a network of partners providing event venues in Hanoi and Ho Chi Minh City.
Learning materials: The framework curriculum and lecture slides have been compiled and continuously updated from previous courses.

Content moderation: All lectures and Talkshow topics must go through a thorough editing process by FIMI's professional board before being published, ensuring technical accuracy.

We anticipated the challenges of merging projects and have solutions:
1. Risk: The number of students/participants is too large, beyond management capacity.
Solution: Use automatic classroom management tools, increase the team of teaching assistants (supporters) from excellent students of previous courses. Organize input screening to select those who are truly serious.
2. Risk: The topic of discussion is too broad or controversial.
Solution: Schedule topics (Editorial Calendar) in advance and prioritize topics with the highest community votes.
IV. Capital Management & Financial Transparency
With experience managing finances for large corporations and consulting for dozens of businesses, we are committed to absolute transparency with our 60,000 ADA budget:

1. Professional Services:
Lecturers/Speakers: Are certified experts (Plutus/Atala Pioneer) or have years of practical experience. We pay them to ensure commitment and the highest quality of content, rather than relying solely on volunteers.
Media Team: Edit lecture and talkshow videos into professional learning materials (cut, add subtitles, summarize).
2. Software & Platform:
Zoom Webinar/Meeting (Copyright): To organize stable classes and Talkshows.
Google Workspace/GitHub: Document and source code storage.
Social Media Tools: Community management and data analysis tools.
3. Hardware:
Use FIMI team's existing equipment (High configuration laptop, Recording microphone, Camera). Do not use project budget to purchase new hardware.
V. FINANCIAL RISK MANAGEMENT
In case of budget overruns or price fluctuations, we have the following options:
1. ADA Price Movement:
Solution: As soon as we receive each disbursement, we will convert 50% to Stablecoin to cover fixed costs (Software rental, Marketing).
Commitment: If the price drops significantly, we will prioritize keeping the salary for Lecturers/Speakers the same and cut the management salary of the FIMI Admin team itself.
2. Over budget:
Additional Resources: FIMI operates a Stake Pool (Ticker: FIMI). We commit to using a portion of the Pool's profits to fund additional operations.
Volunteer staff: Mobilize excellent alumni to work as volunteer Mentors/Teaching Assistants to reduce personnel costs.
3. Transparency:
All expenditures will be recorded in the Transparency Report and included in the monthly Progress Report on Catalyst.

I. CAPITAL EFFICIENCY & ECONOMICS OF SCALE
Propose [FIMI] VN Edu-Hubwith total budget 60,000 ADA give 12 months The operation represents excellent resource optimization thanks to the "Dual Integration" strategy:
1. High Return on Investment (ROI):
With 60,000 ADA, we're not just creating a single product. We're running in parallel: 02 Intensive Courses + 12 Talkshow updates.
If separated, the management, marketing and infrastructure rental costs for these two projects would cost approximately80,000 - 90,000 ADA. Consolidation saves money.~25% of the budgetthanks to shared common resources (Classroom, Zoom, Management staff).
2. Low access cost:
Expected direct service: ~100 students (2 courses) + ~500 Talkshow participants + ~3,000 YouTube views.
The average cost per learner/viewer is extremely low compared to the professional knowledge value (Plutus, Governance) they receive.
II. EXPLAIN THE REASONS AND NEEDS FOR EXPENDITURES
Each expenditure in the budget is calculated based on actual needs to ensure international standard training quality:
1. Why spend 20,000 ADA on Training?
Lecturer's Salary (12,000 ADA): This is the “Gray Matter” fee. Our instructors are Plutus/Atala Pioneers. To teach 2 courses, they have to spend hundreds of hours of research and teaching. This fee is equivalent to hiring experts at a discounted rate (~20-30 USD/hour), much lower than the market price for hiring blockchain developers ($50-$100/hour).
Compiled & Digitized (5,000 ADA): Blockchain curriculum changes daily. We need budget to update the latest knowledge in lectures, ensuring students do not learn dead knowledge.
2. Why spend 14,000 ADA on Talkshow?
Speaker Fee (12,000 ADA): To invite reputable SPOs or technical experts to give a 2-hour deep dive, we need an honorarium of 1,000 ADA/session. This ensures they are seriously invested in the slides and content, rather than just superficial "talking".
3. Why spend 16,000 ADA on Marketing & Infrastructure?
Event room rental (10,000 ADA): This is the biggest difference. This budget is used to rent high quality classrooms/halls. Professional learning environment increases students' seriousness and graduation rate.
Marketing (4,000 ADA): Finding at least 100 quality students in the middle of the crypto winter (if any) is very difficult. Advertising budget is needed to reach the right audience of IT students and serious investors.
4. Why spend 10,000 ADA on Management? (16.9%)
The 16.9% rate for management is the level Lean, lower than the usual ceiling of 20-25%. With 800 ADA/month, the Project Manager has to work continuously for 12 months to coordinate the busy schedule of both the Course and the Talkshow. This is a dedicated salary.

IV. OTHER FACTORS CONFIRMING INVESTMENT VALUE
1. Open Source Heritage:
All slides, lecture videos, and exercise source codes created from these 65,000 ADAs will becomePublic property. A person who does not take the course today can still learn for free 5 years from now thanks to this data warehouse. The value of the investment is perpetual (Perpetual Value).
2. Risk Reduction:
Investing in FIMI is the safest option. With a history of 100% project completion from Fund 7 to Fund 12, we guarantee no risk of project abandonment or misuse of funds.
3. Double impact:
Edu-Hub graduates will become human resources for other projects in the Cardano ecosystem. Investing in education today is the blood for the development of DApps and Governance of tomorrow.
