Catalyst lacks the ability to create "value" to engage community members. We are also challenged with defining "value".
If we combine the DARPA's Red Balloon Challenge and create agile teams, we incentivize the community members, proposers, mentors, advisors.

The solution to this challenge is found in the image describing the challenge. We have people working together, putting together a puzzle of a lightbulb, aka, an idea. Special attention should be given to the paper airplane, which could represent that this "challenge" went right over out heads.
This challenge is about creating "value" in catalyst that can be realized by all participants. To incentivize the network participants, we must organize participants in patterned and unpatterned groups. Once the groups are defined, we will create challenges and track exchanges of value within ecosystem and insert a minted coin to distribute to all actors within Catalyst.
If we combine the DARPA's Red Balloon Challenge and create agile teams(https://cardano.ideascale.com/a/dtd/Deliver-value-in-a-short-time-span/340949-48088), we incentivize the community members, proposers, mentors, advisors.
